  1. I've lately gotten really, really into making miniature designs on HeroForge, and over the past few days I decided to make a whole bunch of CoH NPCs... Got a bunch of minis of characters belonging to friends and sgmates and me too but not enough screenshots to put next to them for reference, so I'll show those later.

  2. you say 'resurrected' while everyone else would be inclined to say 'reincarnated'. Homecoming isn't intended to preserve the game as a historical timestamp of what was once. As @AerialAssault put, the homecoming team are developers, not curators, and this game receives dedicated efforts that do in fact push it towards live development.   5. So this is more of a vent than anything else but I really want to air it out. Over a decade has passed since Castle, former lead powers developer for Paragon Studios, left the development of City of Heroes. Now, you would think a developer like this would be known for introducing new powersets, or revitalizing the old, but Castle's legacy is something else entirely; The Cottage Rule.   6. Disclaimer: This is just my personal view, not that of the entire team. I agree with several of the posters here - it's more of a guide than a hard rule. For me, the most important thing is that a powerset / character doesn't completely lose a capability or function that it already has - even if an individual power is completely changed, or a respec is required, or some effort needs to be put in. I cite it to stand up for people that like their powers, and I don’t intend to stop standing up for those people.   10. I feel like it should be the cottage advice instead of the cottage rule. Words to take into consideration but not to be strictly adhered to. Im also curious as to when is a change too great that it violates the cottage advice? My AoE goes from 8 to 10 foot radius is fine but my cone changing from 90 to 60 degrees isnt? Is reducing a powers effectiveness by 25% then another 25% then changing it to a click from a toggle a violation? Id argue that there were never any violations because it was never a rule to begin with. Just advice to take into consideratio

  11. The rule should apply more strongly now than ever. This is not a live game, trying to capture a new market or appeal to people that might like a different style of play. this game is a zombie, resurrected for those that missed it. New people aren't going to come to this game in droves, regardless of what you change. That is simply never going to happen. To go fundamentally changing things will, however, drive away those that are here because they liked and missed the game that they played in the past. I think the problem with The Cottage Rule is not necessarily the rule itself (it's basically the Ship of Theseus), more that it is the proponent and followers of it ended up seeing it as an absolute, and not a guide, and there are a few people here who still do. Take Energy Melee for example. The changes made to it still maintain it's vision of dealing heavy single-target damage, but now it's main drawbacks (lack of AoE, slow cast times) have been shored up, but not gotten rid of entirely.   13. There is some benefit in preserving the basic functionality of a power when changes are made in terms of minimising disruption to builds and playstyles. I absolutely agree that we shouldn't be constrained by the idea though if more extensive changes are deemed necessary. As with all these sorts of discussions any reference to a previous state of the game or it's development philosophy are largely irrelevant now, what matters is the ever changing present. To be fair, that's often the polite way of saying "I think your idea is garbage and has the forethought of a deranged squirrel" to people who feel that wholesale revision is the only way to accomplish changes (as opposed to, say, a smaller and more measured revision). The other polite way of saying the same thing is "I think the devs should spend their time elsewhere." Both are fallacies (and really shouldn't be worried about) since the only people that need convincing are the HC devs, who have already completely ignored the cottage rule a couple of times.   19. I understand the concern, but I'm not worried. There is nothing here that could possibly get Homecoming in trouble - I do not represent the Homecoming team, I am not suggesting these miniatures be used as assets for Homecoming, and there is nothing present in any of these miniatures that is somehow specific to Homecoming in particular rather than just City of Heroes at large - we're only one of several rogue servers out there. Any reference images I used were from ParagonWiki or Google Image Search. As far as anyone at all is concerned, I'm just sharing City of Heroes content on a City of Hero

  22. @arcane while I dont disagree that people should be able to argue that some powers should remain as they are, I believe that if we were to abide the rule as it was written we wouldn't be where we are today. The cottage rule is indiscriminatory, it argues that no power whatsoever should deviate away from it's original intended purpose. So while I agree that not all powers should be changed, we should have the freedom to change the ones that require carefully considered reworks, which is why I oppose using the cottage rule as a defense when it comes to such matters.   24. I don't think I've ever seen someone toss daggers on a team unless it was known in advance we were doing something stupid, like a +4 Kahn with no debuffers. As someone who has on occasion turned to them to solo AVs, spamming them is pretty terrible on your blue bar and, unless you're low DPS to start with, probably harms your DPS.

  25. Well I leveled a beast/dark, bots/time, demon/cold and thugs/traps to 50, and many many more to 30's and 40's. (incidentally, my altitis doesn't prevent me from making 50's, that's easy. My altitis prevents me from making money to fund the 50's) Sorry, got sidetracked there....much like my ninjas! Seriously though, I've been leveling a ninja/electric and am now at 35. But posting on a lot of forums feels a lot like volunteering to be the target at a shooting range.   27. So I just picked up Infiltration on my Ninjitsu scrapper and discovered it can't be active at the same time as Shinobi-Iri. That I didn't assume that was the case is on me I suppose given that's how stealth powers have always worked and also it's in the description of both powers, but. It leaves me with the option of having my travel power active or having a significant chunk of my defense active. And more annoyingly, it means every time I swap between the two I get the loud and after a while rather annoying sound effect from one or the other. Thus, I'm wondering. Instead of having

  29. I'm glad there's a clarification here. Most people seem to look at the cottage rule and believe that it applies to each individual power, whereas a more fitting application of the rule is the function of the powerset as a whole as you've said. So thanks for clearing that up!

  31. I have no doubt that the Homecoming devs are keen on upholding the original vision of the game, and are doing an excellent job of doing so. That being said, there have been moments where the team have pitched their own ideas independent of the path laid out for them that have worked quite well for us so far, so I believe that a balance has certainly been found between capturing the essence of the old game, while making amendments where absolutely needed.

  32. I think it's worth bearing in mind that the game was in constant development right up until shutdown. It is in the nature of MMO's that this is the case. Powersets and game systems were being added and adjusted on an ongoing basis. The game we loved and missed when it went dark was a game that was in a constant state of change. So, it would actually be a bigger break from the legacy game to stop developing it further than it is to take the active development approach HC are following. The game is a very complicated system.   33. There are powersets that do need revisions though, an update if you will. Some powersets have dust collecting on them because no one wants to take them based on other changes in the game.

  34. and even in its day it just meant that powers wouldnt be drastically altered from their original design. a power that used to do 1 thing and now it builds a tiny cottage in front of you instead. people have taken it to mean that powers can never be changed or that they cant be changed if they dont like the change. the cottage rule is too broad in its usage and too vague in its definition (at what point is a change too much to apply the rule?)   35. Problem I have with the daggers too is you have to constantly spam them (the debuff lasts 10 seconds). I often find myself forgetting to spam them enough. LR is much easier cast and forget since it lasts 30 seconds. Also, I wouldn't call -75% slow/recharge as minor. It isn't going to do much against AV's as they'll resist most of it, but it is worth using on normal mobs.

  37. Note that soft caps are good, even very very good, but anyone implying they are anywhere close to necessary is just engaging in hyperbole. Characters are plenty playable in the endgame with very little defense if you simply know what you’re doing. Don’t be afraid to experiment outside of the forum powergamer meta.

  41. If you look closely at even some of the sweeping changes, the "cottage rule" is still being adhered to. Rarely is a power being completely changed in nature. Single-target powers don't become wide AoEs. Debuffs and mezzes don't usually turn into pure damage attacks. Powers don't cease to exist whole cloth - if room for a new power is wanted, the effects of two other powers are usually merged into a single power with similar activation mechanics.   42. My thought process was more along the lines the game is changing so should some of the powersets to compensate for that change. I use my much beloved FF, on Live I was a force to be reckoned with, a much needed asset. Now, hardly anyone uses the set especially at high lvl content because there is now no use and frankly half the powers are useless, hence the set collecting dust. Going to launch kb at Preatorian minions on a itrial...yeah waste of time. Its not that they aren't desirable to play, they just need changed to compensate for the ever evolving game to make them relevant

  43. I don't understand this thinking. I'm not saying it's wrong, but I don't get it. If a powerset has dust on them, that doesn't necessarily mean that the set needs to be changed. What has changed, at least it seems to me, is the player mindset (in general, certainly not everyone). The player wants a character that can withstand +4/8 content easily and get great XP with an easy time of things. So, they make a brute. Or a blaster. Or a scrapper. Anything with high dps. Sure, certain sets might benefit from some adjustment, but any set can make that claim. Just because they're not being use

  44. Rad Melee has extremely high self healing potential, ie higher than dark melee. Siphon Life with 99% enhanced heal and vigor alpha = 310 hp heal Radiation Siphon with the same = 620 hp heal It is not hard to find contaminated targets to heal off of. And even if you're Dark melee spamming siphon life, you have to cast it twice as much to get the same healing as Rad Melee casually grabbing the mega heals as the opportunities present themselves. Build Up/Fusion also guarantees contamination application, and Atom Smasher contaminates an entire spawn so you can chain h

And no I don't care about Blue Spectrum in the slightest buddy, in fact even my heroes slaver at the chance to kill him, not because of anything against him?   46. Here is my current build for Polar Melt, my very first character when I started on Homecoming, just picked the power sets since I never tried them back in the day. With 44+% to S/L and Melee he is sturdy enough usually until everything melts or ice patch kicks in. I run the S/L moon map on +4/8 with little issue, you need to pop a green or an orange on occasion. I just love seeing the Critical Strikes pop up every time I hit burn followed by the Fireball and Frozen Aura crits that follow. Not a build that focuses on procs outside the ATO ones.   47. Claws is good for AoE, but SR lacks an agro aura which is why mobs run away from you. Consider a switch to Energy Aura. You'll get an agro aura, good defenses, a heal, and an endurance clicky.
