  2. Radical changes literally killed it in 2008. Aside from time travel, there is nothing to be done outside of PvP events and the occasional change based on feedback from that community. If they kill it again with bad ideas to try and get people who don't like PvP to PvP and make the current PvPers quit, there will literally be no PvP left.

  4. Give everyone enough to pay off their car loans and see what happens. I sold some land I inherited several months ago. We paid off both cars and a credit card bill we’d had since moving (again - a move we didn’t get to prepare for).   5. Will never happen. The only source code available is for the Issue 24 beta. The developers would have to spend so much time and effort rolling everything back that they could spend on other things, like new endgame content that is desperately needed. Then you have the issue that no one will agree on what the “best” issue was. Plus it would further fragment what is left of the CoH population.

  6. So, there's a proverb that states many counsels assure victory...so before I do something that I think is a good thing, I'm going to ask here what everyone's thoughts are about it. I have a lot of influence. More than enough to make my next 300 characters, unless prices go way higher than they are now. Possibly even the next 500 characters, depending on whether I wanted to buy now, or craft IOs instead. I've seen a name of what must be a newer player based on the questions I've seen asked in these forums, and I'm just tickled pink to see the questions as it means 1) newer player and 2)

  9. I have touched on this before, I think it’s a lack of other reasonable options that make damage procs stand out. What else are you going to do with the slots once you have achieved your build goals? All there really is is damage procs and -res procs. If they buffed the other procs and added new ones like -reg or -hp then we would be able to achieve TRUE build diversity, where the different procs help achieve different goals. Maybe that way you don’t need to always load your defender up on damage procs because there are other proc options out there that help them lean into their strengt

  10. Two reasons why this can't work. First, all the servers get pushed the same code. So what's on Excelsior will be the same on Torchbearer as will be the same on Indomitable. Second, forcing everyone who is on Indomitable for reasons other than PvP (it's an unofficial PvP server, after all) into a world-pvp is incredibly obtrusive. Many on Indomitable have already set down roots, formed friends, formed SGs, etc. So asking them to simply go where world-PvP isn't a thing would be unrealistic. The closest thing that you could possibly achieve would be an opt-in PvP world. Something like

  11. I played on live from the start of Redside. Classic. Hmmmm. Have you played without the inherent fitness powers and having to unlock a travel power by building up to it?   12. There's ... a lot, right now, that keeps people out of PVP (and kind of keeps getting worse about it.) Back when COV came up, I kind of loved zone PVP. I was on Pinnacle, mostly - not "the PVP server," by any means. Nor was Victory. Yet we could have multiple teams going at it and it was fun. Yes, people complained, as well. Stalkers were "unfair" and the like (no, they weren't.) There *were* some issues. But honestly, it was approachable and *fun.* Most "problems" could just be handled by having a team in zone. Then we got IOs, and it went from "approachable" to "spen

  13. Yep. I've seen some clamor for an Issue 4 server. That sounds about the definition of unfun to me. No red side, no Brutes, no Masterminds, no Corruptors, no Stalkers, no IO enhancements, no Faultline revamp, half of the power sets would be gone, no Croatoa, no Rikti War Zone revamp, no Rikti mothership raids, and Hamidon raids now require 200 people again with dive bombing Illusion Controllers? No thanks.

  15. Trying to make PvP friendly to non-PvPers is how CoH PvP was killed the first time. Let's edit a active community to be for people who don't do it. Giant brain play, worked out amazing in 2008. Oh wait, instead it killed the community and made a ton of people quit the game entirely and spoilers, PvE'ers still didn't PvP. Also, what do you think Homecoming is? It's a bunch of players already. They didn't magically become better judgement makers than your average player because they can modify the game. It's already players making the decisions.

  16. I don't assert people to be fragile. I just have no desire to be the object of your power fantasy. But if every PvP zone is empty, what makes you think making every zone a PvP zone will magically make people like it?

  17. So, you see that 34 next to each damage type in his screenshot? Under Acid Arrow: Where it says Lethal(34), Fire(34), Energy(34), Negative(34), etc? Each of those procs are 3.5 PPM to do 71.75 damage. Mids calculates chance for proc into the damage equation for you, 47% of 71.75 is 34 damage on average. If ALL FOUR went off it would be 71.75x4 + 0.31x21 (toxic), which would be 293 damage for that ONE hit, not the 142.4 that you are seeing in the screenshot. Just an FYI.   21. There's another server out there... I want to say it was called Rebirth, or something like-... that runs a version closer to "old school" City. 'No clue which issue they're on, or what the population is like. I've been content with Homecoming, so haven't gone exploring myself.

But, I think anyone that is using damage procs is probably also using LoTG, Panacea, Preventive Medicine, Miracle, Performance Shifter, Numina, Shield Wall, Gladiators Armor, Steadfast Protection, and Reactive Defenses. Oh, and the travel stealths and -KBS too. But I don't hear anyone arguing for those to be nerfed. Gaussian and Force Feedback are also used a lot, and some have called for these to be nerfed. The next group of Procs that get a lot of use are the KB-KD or just KD, Overwhelming Force, Sudden Acceleration, and Avalanche. I'd add Lockdown

From what I know this wouldn't be a lot of work in art or animation, although there might be an increased chance of mimes. I'm willing to take the risk if y'all are.

A single 1-star review will nuke a 5-star rating and you will need four more 5-star ratings to get back to 4.5 stars which will show as 5 stars (I think, maybe you even need five 5-star ratings to make up for each 1-star, depending on how the results are rounded.) This isn't the live servers and getting less than 5 stars on your arc isn't as much of a death sentence as it used to be - rather, all our story arcs are still-born as long as the first X pages of the AE are filled up with farms. You can stay in the *same AT* and spend months playing radically different characters. It's one of the things that was, and is, a strength of COH. As far as large gifts? It really depends on the person receiving. I mean, good size "gifts" get given away constantly - costume contests with several hundred million INF, for instance.   36. Brute was solely a villain AT with the launch of CoV, yes, but that was later changed. Now any AT can be hero or villain or anything in between. To clarify what others have said, there are a few ways to handle this: When you create the character, you will be prompted to decide whether or not you will play a tutorial. If you choose yes, you will be given three options. If you choose "Outbreak," you will be a hero. "Breakout" is the villain tutorial. Another thing to note about the Dominator Fireball to Controller Acid Arrow comparison is that it was showing the two powers in a vacuum. Acid Arrow didn't have any recharge applied to it, but Fireball did, which is why it looked like they were closer in damage. But when you add Global recharge to the build you can get Acid Arrow up really quickly without affecting its proc rate.   38. I have quite a few top of the line, "money is no limit" built characters. One of each AT and then some. I don't have a ton of Inf, perhaps 300 million on hand on my whole account. Probably enough with merits to make 1 more build, which as an altaholic is generally the goal. Having these things does not interest me enough to play the game on a regular basis. I play for the comradery and the joy of teaming with this awesome community! I don't feel like I absolutely must have the best build, or be the most productive member of the team. I don't mind when

  41. So, rather like Army of the Dead? You could have a Mayhem mission in one of the PVP zones where going in there means exactly what you think it means! Rob the bank in a warzone. Excellent! Personally I'd like to see the Asynchronous version. Accumulate enough Mayhem or Safeguard points and "you" are loaded in as the next hero/villain in a following Safeguard/Mayhem. though you may, if you cross alt like many of us do, actually run into yourself!   42. Can you explain what you mean by the numbers not being reliable? Not trolling, but I am not sure if you just mean that Mids itself miscalculates the proc damage. From past experience I've known to be somewhat offbase when you get into the extremes, but this isn't an extreme case. If it's true then the reported number is significantly off I'd like to revise my glance methods. But just glancing at it, with each proc dealing 71.75 damage, if they go off about half the time, that's about an average of 36 extra damage per added proc, or 143 damage total, which looks basically correct.

  46. So this is just a suggestion but maybe a bit more variance to newspaper missions on redside (maybe to radios for blue too) would be nice. We have so many Mobs on redside that dont show up in those.. Cage Consortium, the Miners, Slag Heap, u mostly see only the same mobs as u do on Blue Side which is kinda tedious after some time, Port Oakes and Cap au Diable at least offer Mooks and Goldbrickers, but for Sharkhead u only get the Rob the Chum Bucket and the Bank Mish in which for that zone they use Cage Consortium (only 1 mish type).   47. All the old dogs in this thread screaming that we should nerf new tricks. It's ok to be outperformed in a single metric by people who min/max for it. Giving up set bonuses to increase the damage output of a power is a tradeoff that increase build diversity. Not something you are required to do.
