    Two points:

     

    One, not everyone runs max team, max level (and/or exemped.)

     

    Two, the buffs start when you get them, and can expire partway through. If you're a low-to-midbie running stuff, don't have all the fancy (say) END boosting IOs but are at a point where powers are being used enough to make that an actual consideration, being able to stack them and *keep* them just because you joined a TF that was forming right now would be nice... instead of having to check their duration (if you remember) and/or hold up the team while you run back to base. (And if you're in something that's a *bad idea* to leave partway through - such as getting into an MSR, where the zone can be filled and you *can't* get back in, well...)

  2. Pretty much the only (real, versus imagined) reason to give the star to a 50 would be Incarnate powers - and *possibly* slotting, depending on what they've done to their sets.

     

    (Edit - and actually *having* all their powers. I know I'll occasionally be thrown if II'm so used to having some power available, hop into a crowd and  "... crap, I'm exemped down past that power ow ow ow ow ow.")

    There's a limit to where "that makes the game too easy" really works as an argument. Everyone having judgement, team or league wide buffs, etc? Yes, that certainly does and has become OP, sure. Not having to run back to base in the middle of a TF to recharge a tiny buff, at the cost of salvage? Not so much.

     

    These buffs already exist in game. The proposal isn't to make them more powerful or be able to stack potency, just to save a little time for what's essentially the same duration.

    It's already costing salvage, and still time limited. This just saves a little travel time, if anything. Not making it cheaper or more powerful.

  5. I think part of the reason it's like this now is to have an excuse to burn salvage, really. But stacking would also accomplish that, so... sure.  Doesn't really matter if you burn the salvage *now* or over the next 8 hours, other than saving multiple base visits.

  6. As far as "Heal other is now heal target," you've already *got* an AOE heal that heals yourself as well as anyone around you.

     

    I highly doubt, at the *very* least, that Fortitude and AB would be allowed to self-buff without a *major* reduction in effectiveness, as well.

     

    And honestly, what I'd like to see (and which is tech that could probably be used for things like WS essences, so I'm a little biased here) is that if a target isn't affected by / rejects the power's use, it's recharged almost instantly. (Hate wasting rezzes on someone not paying attention and sitting through the recharge when someone else needs it, especially on a league.)

  7. ... honestly I could see another use for that if it's out there, given some of the maps like zooming in when you enter a mission. (I believe it's some of the Cimerora cave maps, for instance.) I'll look over and have to zoom *out* so I can see what's going on with the team, where we've explored (or not,) etc.

    Kind of disagree on the not needing defense debuffs. *shrug* We'll see. Not everyone's IO'd out, after all, and it may just give that bit of extra help.

     

    I'm thinking the -stealth might just be more useful than it looks... depending on who and what you fight. COT, ghosts of all sorts, PPD, Knives - I *want* to say (but need to verify further) that even getting placated by a Bane Spider Scout - I could still see him perfectly clearly with no yellows, no tactics, and no +per in the powersets.

     

    Of course, if you're hit with -per (smoke grenades and other blinded featuers,) Tactics works where I don't *think* this does (didn't get hit with that debuff at all in - admittedly brief - testing.)

     

    ... wondering if we're going to start getting requests to have jump height added to Null. >.> (*I* find it amusing, but...)

    While there's not likely to be a "public backup build" of what's going on on HC, Ourodev has the I24 (original leaked files) and I25 (SCORE) game files, and information on setting your own up - they've been the basis for all the servers out there, as I recall, and setting up one on your own (at least for personal use, don't ask me about hosting, setting up multiple servers/shards, etc.) is *really* straightforward.

     

    So... honestly, COH itself kind of can't ever go away forever again.

  10. So, if you save costumes and go to load them, they come up in a list that looks just like the character select list - big ovals with the costume name in large font and a preview to the right.

    If you save *power customization* and go to load it, you get a *list.* Nice, compact text list that shows far more.

    Could we get an *option* to switch the costume list to look like that? I have a lot of alts with a lot of specialized costumes I don't keep loaded all the time, and it would really be nice to see them in this nice, compact view.

  11. Nukes don't need nerfing. They're the *BLASTER Tier 9.* They SHOULD be doing damage. Blasters already inherently trade defenses for damage - not everyone builds "I'm def-capped to everything, recharge capped" builds.

     

    What needs nerfing is what makes them (Blaster nukes) irrelevant in end game. Judgement in non-Incarnate content. Where YOU get a nuke and YOU get a nuke and EVERYONE gets a nuke!

     

    Besides, you're (A) describing Incarnate-buffed nukes, forgetting there's an (even larger now that they get them earlier) swath of the game BEFORE 50 that nukes are available and certainly *don't* do that and (B) not remembering Corrupters, Defenders and Kheldians have them as well, and they certainly aren't a problem.

  12. I've barely done anything in the mapserver event. *shrug* Little bit of a boost on one or two, but... for me, they need to be *characters.* So I tend to want to play them and have it feed back into their "personality."

     

    Can't say I've ever particularly been in a great rush to 50. Ton of alts, granted...

    Not overlooking it at all.  I'm blending it with retaining some degree of player agency, while feeling the effects of battling the Well (granted, "mildly") to keep control. Statesman, after all, wasn't enslaved to the Well - but he was very careful with his powers and *seeking* more power specifically to avoid it. You're not turned into an automaton, after all.

     

    It's also why there's a proposal for contacts and an arc to finally fight and free yourself. Which itself, granted, is a bit "fast and loose" with the lore... on the other hand, there's nothing to say it *can't* be done. We know the Wells can be defeated and consumed - that was part of the whole theme of the Battalion. And while I've no interest in seeing them or that story emerge, it - as well as the existence of Ascended, and proposals for still higher beings - opens the door wide to at least being able to fight the Well.

  14. Another "this would take a lot of work, but..."

     

    When doing Mender Ramiel's arc to unlock Alpha, Lady Grey mentions two paths to the Well's power. Assuming you don't completely ignore it (or the arc, and just naturally get the power,) there should be an option to take the "fast" path.

     

    With downsides, of course. Taking the fast path, you're subject to - or at least at risk of - the whims of the Well. Yes, you immediately can get some T4 powers slotted - but the Well might have need of you and give you some tasks you should *really* do *right now.* (Well, next.) It may decide no, that guy *right there* is the one that needs to be hit with Judgement, regardless of what else you're doing. It may grow displeased with you and start depowering you at times. Or it may be quite pleased with you and amp things up for a bit.

     

    (We'd likely need another UI element to show the favor or displeasure of the well as some sort of meter.)

     

    Of course, eventually you'll probably want to break free of the Well's control - at which point you'll have to seek out a contact who knows about this sort of thing and can assist you in doing so. (Or three, which mostly have dialog and flavor differences - natural, technological and magical means.)  Of course, the Well's disfavor will grow throughout this arc, making it harder to fight against it, resulting in you being at your lowest point when you end up fighting some other Champions, as well as (finally) a representation of the Well itself holding a fragment of your essence hostage. (Not saying "soul" as that enters into "but my character doesn't have one." Essence is ... a bit more handwavey.)

     

    Now, while you're under the Well's favor, you'll still (in the background) be unlocking your various slots and gathering salvage, threads, etc. (Whether at a debuff or not - I'll leave that up to game balancers.) You *can't* change your Well-Incarnate powers without permission from the well (probably a short task - a mission from the Well that lets you swap one out, probably one per day.) So you will be able to slot whatever you've unlocked.

     

    (This will probably have to alter the Mender's mission, too, as you're making the choice to take the Well's offer - probably when you talk to Honoree.)

     

    Why? Variety. Giving the player a choice - some characters likely would take the power *now* regardless, after all. Broadening the experience.
