Two issues with Long Range Teleport.
First, after use, the power icon will appear to complete its recharge cool down but, when clicked on immediately after the icon appears ready for use, a message will appear saying that it is still recharging. In other words, the actual timer and the visual timer are somewhat out of sync.
Second, if the long range teleport is activated, but not used, and then you try to train to the next level, it won't work right. If the next level is a new power, it will allow you to select a power, but will not actually grant you that power. If the next level is slots, it won't grant you the slots, but it will allow you to move on to the next level. The next time you go for slots, the two that you were not granted will be added to the total remaining for you to assign.
As far as I could tell, these bugs are intermittent and will not happen 100% of the time.
