When I think of all the people crowding around the AH on Freedom back in the day it's hard to imagine that our population is that much higher on Excel. I know people don't do that anymore due to /ah, but I've not seen say a Rikti invasion on HC attended by anywhere near the number of people I remember from back then. Selective memory perhaps.

It's nice to see Doms get a new set that wasn't clearly designed with Controllers in mind and given to Doms as an afterthought. That probably comes across as more negative than I intended. Lots to process here. The Bane changes are incredibly welcome. I suspect a Bane may become one of my new favorite Stalkers. Disappointed by how some of the power "fixes" are going to impact some of my builds, but not altogether surprised. Probably my biggest disappointment of all after the excitement of seeing that epic pools are getting a look: Weapon Mastery still sucks. The single-target attack is weak and the AoE has a tiny radius, and neither got addressed.

Are we at a much higher online user count now than pre-shutdown? Surely hardware has improved significantly in the last 10+ years. How were they able to make all this go back in the day?

Can you point me to the part that addresses this specifically? I asked in that thread and got no answer. What is it about the new license agreement that requires one launcher to rule them all?

It's kind of self-regulating for me. I don't tend to be driven by concept, but rather interesting power set combos. Many ATs have few interesting combos, so my problem is often finding something new to try that seems fun.

I'm a little disappointed and a lot curious about this one. Can you say any more about it? It's not obvious to me why they would care about third-party patchers. I'm on Linux and I've been happily running the old command-line etoh-downloader updater for years. I'll be sad to see it go but presumably I'll be able to get the new launcher running under WINE. I guess maybe it's for the best. As I'm writing this I can't get into the game because it was just patched and the manifest file hasn't updated yet.

In case anyone stumbles across this post, apparently the root cause has been found. Now I just have to decide if I want to mothball this character until the next release, which could be who knows how many months away.

Well dang I was getting all excited that maybe finally I'd found a way to run a newer Mids again. Installed Lutris and tried installing from the dotnet installer but... ...so I guess I'm back to my ancient version again.

This is the only reason I don't play it anymore.

Is that on Linux? If so can you offer any info about how you got it running? I haven't had any luck myself. I'm rocking an ancient version of Mids' currently as that's the only one I could get running.

Looks like there's no crit according to CoD. There was a "rebalancing" (ie: nerf) of Burn not that long ago and I'm guessing it happened then. I can't say if it was intentional or not. I'd post about it in the bugs section and hope that it was a mistake.

The only thing not to like about that proc is the 10-second lockout.

The numbers for Elec Blast are not accurate. Those are the numbers for the bonus -recovery based on the Shocked mechanic. Thunderous Blast does -125% for 20s on a Defender. Short Circuit does -125% for 10s.

I don't specifically remember, I just know I did a bunch of non-arc missions trying to get the arc. Normally I will accept a mission, then abandon it, accept another, abandon, etc. until I get the arc started, but the arc just wouldn't start so I finally decided to just do all the non-arc missions so there would be no other choice. Apparently there still is a choice, no arc. As you can see here, he's not in my active contacts. But I haven't completed the arc, no souvenir.

Okay I've tried everything I could think of and I guess it's time to give up. Seems to be a bug in the game that I'll just have to live with. I downloaded the source code to the i25 version of the game from Ourodev and spent some time poking around to see if I could find any possible cause. I am aware it might be futile since there have been a ton of changes on HC since that version, but I was hoping maybe that code might be untouched. I have no idea if that's the case of course but I decided to take a shot. Of course there was nothing obvious and I kind of hit a wall anyway since I don't have any way to examine my character data which could potentially be the issue; if it got into some invalid state looking at the code won't tell me that. I don't see any missions or arcs in the game data related to that character that has a lower level limit of 19 so I don't know why he's telling me to come back at 19, but I guess I'll see. Maybe it's just a contact introduction. I tried changing my alignment from Vigilante to Hero but that didn't change anything. I'm out of ideas so I guess it's time to stop leaving that character idle, move on and just accept there's no way to get that arc. There's always Ouroboros but I prefer to do certain arcs on the way up. Not the end of the world. I've run into this same bug on other characters before with other low-level contacts so I guess as I said it's time to just accept this bug and move on whenever it rears up and shows itself.

I don't have any of them as contacts. In my experience you only get one contact that can give any specific arc.

I just double-checked with Pavel and he said "I have an assignment, but I think the bureau wants to give it to a hero with Security Level 19 or higher." I doubt that's the story arc since the arc is flagged as level 15-19, but I'm not sure what it is.

As I said in the OP, it was "Interrogate some Outcasts on the street". This was offered only after I hit level 17, which fits what the wiki says (17-20 level range on that mission). Previously I did all of his non-arc missions that were offered at level 16 but I don't remember what the last one was.

According to the wiki Pavel Garnier is one of the contacts who gives this arc. I did get the Plague Stopper badge mission from him but he won't give me the story arc. I am currently level 17. I did all of his missions at 16 until he wouldn't give me any more. When I leveled to 17 he gave me the "Interrogate some Outcasts on the street" mision, which is listed as 17-20 on the wiki. Then nothing more again. I only have one book (story arc) open at the moment from Twinshot and nothing else, so I'm not at my limit. This happens to me from time to time with lower level contacts where they just won't offer their story arc. Anyone know why and what might be done about it?
