I have a level 23 brute on Excelsior (went from gold side to blue side) that has had the "Inner Inspiration" power since level 1. In the last few days the power has been giving between 0-2 inspirations, instead of 3, even with three or more slots open. This does not occur on my level 50 character on the same server.
