This happened yesterday in a Night Ward mission team. I was trying to activate my Lightning Strike and Shield Charge ability, and when I would place by target on floor my target cursor was red and ability unusable, it was really erratic, sometimes I could activate fine other times not. Mission Name: Escape!

You dropped all the debuffs, so I would say this is not an ideal build for illrad.
