Most anyone who's done the legwork to discover City of Heroes is still up and running is aware of the different servers, and they've chosen the new home that best suits them. Less options is never better.

I'd definitely prefer a revamp of the Master of badges to be more like Aeon and Tinpex where you employ different tactics during the mission, as opposed to no deaths and temps.
Defeat the Rock Wall and the Giant Monster within 10 seconds of each other "Rockbreaker"
Rescue the heroes before defeating the Crystal Titan "Needs Help"
Defeat the Crystal Titan before rescuing the heroes "Doesn't Need Help"
Defeat the Crystal Titan without consuming any Ambrosia "Au Naturel"
Boom, mastered.

I second that motion. We have nice residential neighborhoods in Paragon City already, but they are built up with high-rise buildings which gives a different feel than a suburban neighborhood - street after street with single-family houses, white picket fences and well-cared-for lawns.
Nothing is ever quite what it seems in the City of Heroes, of course, so there needs to be something sinister going on in suburbia 🙂 A few possibilities:
1) A Stepford Wives kind of place - it is a Nemesis plot somehow.
2) The underground Oranbega zone (as per @Spaghetti Betty's suggestion) is located directly below suburbia. So a very literal "evil lurks beneath the surface" vibe. As an added bonus, the presence of underground sorcerers probably keeps the moles away, which is great for property values because no one likes moles ruining their lawn.
I was going to say, I'd prefer more be added to the zones we have now, especially KW, but I really liked these ideas.

You could create macros to quickly swap costume slots to simulate the shape-shifting, and auras and powerset customization to simulate powers, then use whatever powersets you enjoy playing.

Also, perhaps a damage/-defense set?
damage/accuracy
damage/-defense
damage/recharge
accuracy/-defense/recharge
damage/-defense/endurance
endurance/recharge/-defense
I'd also like to see a knockback set that trades damage for more endurance reduction, useful in powers like Hurricane and Force Field Dispersion Bubble. Not really a dual-use set though I suppose.
Something like:
knockback/endurance
knockback/recharge
knockback/accuracy
knockback/endurance/recharge
knockback/endurance/recharge/accuracy
chance for -def

Something that gives a global defense bonus should be as or more difficult to earn than Born in Battle/Portal Jockey, and the bonus would be super small. But let's brainstorm!
Accolade: Hero
Grants 2% to all typed defense
Requires:
Gallant (Achievement)
Saved the World (Accomplishment)
Positron's Pal (Accomplishment)
Justiciar (PvP)
Historian (History)
Lifesaver (Exploration)
Accolade: Unlimited Power
Grants 2% to all typed defense
Requires:
Dastardly (Achievement)
Archvillain (Accomplishment)
Usurper (Accomplishment)
Blackguard (PvP)
All Consuming (Exploration)
Ragnarok (Exploration)
Powerful (Exploration)
Roar of the Beast (Exploration)
Unfortunately from what I can tell all the villain history badges are already tied to existing accolades so I traded it for more exploration badges.

Croatoa is my favorite spot, and would love for more to do there.

All great ideas and I back them. Djinn could make an appearance as well. Is it too much to hope for, with the limited resources available?

Could always use AE and write it yourself!

The timer was long because we couldn't complete it in all one sitting due to time schedules. Traps was absolutely essential in order to stop the regeneration for the final phase. Personally satisfied with this victory as a testament to the strength of Martial Arts.
Team Comp:
Invuln/Ice Tanker
Emp/Sonic Defender
Ice/Traps Corruptor
Martial Arts/Dark ScrapperGG!

Is there a benefit to running with enemies buffed, like more xp or influence earned? Or is it solely for the challenge aspect?

If you're running TFs/SFs or Ouro content, you could also add the "Enemies are buffed" component that will give you a similar boost in difficulty.

You'll want Ill/Dark. Fade has DDR. Howling Twilight is great for standing the team back up.
Just wanted to second illusion/dark; i've mostly been playing a tank on hard mode TFs but when another tank joined the team i swapped out to a toon that wasn't really built for hard mode, and this prompted me to look through my roster to see what I had that could be tweaked for hard mode content and my ill/dark stood out. I ran him last night and it was as great as advertised. Highly recommended!

I've been using my shield/ice tank on hard mode ITFs and Aeons. Ice patch is nice for some additional mitigation plus any little bit of -recharge I drop, but at 4 stars the only way to survive is to roll as a team and help each other. New Rommy has some unresistable special damage attacks that often critical, the sneaky cheater. I think any tank powerset can be used as long as it's built thoughtfully, played well, and backed up by a team.

Were they the same boss, or different types of bosses? Experience levels vary per custom enemy depending on what powers that enemy is given, ie a boss with 4 powers and no ranged attack will be worth less experience than a boss with 12 powers and lots of ranged attacks, etc. You might not know, if the bosses looked the same and had the same name, but were created with different powersets, unless you used the power analyzer or watched closely during combat to see what they were doing.
Otherwise, I can't think of a reason multiple copies of the same enemy would be worth different xp.

2) Some kind of resolution on the Batallion/Coming Storm plotline. It could match the story dump stuff, or be completely different, I honestly don't care. I'd just like some kind of resolution.
Definitely this. So much build up with the Mendors and the Dream Doctor/Rularuu and so on, it'd be nice to see all the pieces put together and resolved. They wisely changed their mind about traitorous Lady Grey and brought in someone else, I can't remember who.

There was also the mirror to Scirocco's arc with Manticore losing it after Sister Psyche dies, finding comfort in Countess Crey's arms and going full Vigilante. Maybe someday!

The option already exists to disable incarnate powers when setting up a TF, so, we're good?
So far my experience in running hard mode Aeon and Imperious has been pretty challenging with lots of deaths for strong teams, so I don't think Barrier is overpowered at all here, and using a team defensive ability at the right time to try and keep people alive counts as "strategy" in my opinion.

ah snap, makes sense now, thanks bud!

Level 50 enemies are the elite of the elite, pulling the strings to topple countries, invading our dimension, planning the extinction of humanity, or threatening the very existence of our universe. I don't agree with lumping Skulz and Hellions in with them.

You could probably start with the Dev's Choice selections, which are conveniently compiled in this thread for reference. There may be compiled lists of other AE content on the forums, but that's the one that sprang to mind.
There's some good ones on this list 😉

I was looking for more options for Negative Energy attacks, saw the Void and Temporal Blasts, and thought why not a Dark Matter Rifle Blast set that brings a side of lethal damage as the dark matter shreds your enemies over time. Beam rifle animations with model options for Void Hunter Rifle temporary power, Dimensional Grounding Ray (Kahn TF), Goldbricker Sonic Cannon (Aeon SF).
Dark Matter Blast
Dark Matter Bolt - minor negative energy/lethal, negative energy DoT
Dark Matter Blast - moderate negative energy/lethal, negative energy DoT
Dark Matter Torrent - cone moderate negative energy/lethal, negative energy DoT
Aim - Self +tohit +damage
Dark Matter Beam - sniper, superior negative energy/lethal, negative energy DoT
Dark Matter Collapse - PBAoE, minor negative energy/lethal, negative energy DoT, Foe Knockup
Dark Matter Crush - hold, moderate negative energy/lethal, negative energy DoT
Velocity - Foe -recharge, -movement speed, Self +recharge +movement speed
Dark Explosion - targeted AOE, extreme negative energy/lethal, negative energy DoT
Dark Matter Manipulation
Dark Matter Pin - minor negative energy DoT, immobilize
Dark Matter Bash - moderate negative energy/lethal, negative energy DoT
Build Up - Self +tohit +damage
Dark Matter Smash - high negative energy/lethal, negative energy DoT
Matter Collision - PBAOE, minor negative energy/lethal, negative energy DoT, stun
Microwave - Foe -regen -recovery, Self +regen +recovery
Dark Phase - Self phase shift
Collider - PBAOE Foe blind, confuse
