Electric Control is a set that is not used very often, primarily because of the lack of damage and that an AoE Stun is typically more useful than the sleep of Static Field. With the release of Shock Therapy on the Test Server (not to mention the Ionic Judgement Incarnate), I think Electric Control would greatly benefit from increasing the speed at which Jolting Chain jumps from enemy to enemy. Even if the damage wasn't buffed (that's what procs are for), simply the knockdown affect would allow the set much more utility if it happened faster. As of right now, the jumps between Jolting Chain simply aren't fast enough to matter.
