  1. What combination would be the best use of a cold offense that wouldn't get me squashed like a blaster? I really want to use cold/ice because I haven't really messed with it. THANKS!
  2. I'm trying to get my recharge up to perma-hasten. Any help is appreciated. Only other thing I can see is replace the procs in Chilblain with more of the Ice Mistral's set for 6.25%. Is that worth it? This is the best I've managed so far:
  3. So, as a City of heroes noob who wanted to make an Ice/Time toon can anyone please make a build since I'm not good at making builds at all? with the fighting, flight powerpools as well as other pools for solo defense
  4. This build is inspired by this thread. Also, by the desired to have a defender who can patch holes in teams. Especially, lower level teams. Lack of defense: Farsight and Time's Juncture Lack of control: Time's Juncture, Distortion Field, Time Crawl, Ice Storm, Blizzard, multiple holds with lots of slow and -recharge Healing, check End, only 27+ Mez protection, sorry cannot have it all I was in a 2 blaster, 2 defender (time, kinetics) Summer Blockbuster Event. Went well, the AVs and EB were so slow and attacked so little that the lack of taunt was not a issue. Only one death, me, at the start of the arena stage, before I could get oriented to the mobs. Here is my tentative build. I have never had a time defender before, so there is probably lots of room for improvement.
  5. I have Hibernate on two characters and I have discovered some really irritating features about NoPhase and other Hibernation effects in general. 1. If you activate Hibernate and you get CC'd BEFORE you solidify, your Hibernation will go on cooldown and you will still receive the NoPhase penalty. 2. If you die while activating Hibernate before the solidification you will receive NoPhase. In other words, NoPhase persists even after resurrection or hospitalization. 3. You can accidentally deactivate Hibernate before the solidification and still receive the NoPhase penalty. 4. You can die while Hibernation is active (DoTs, -Regen Debuffs) and again the NoPhase debuff persists even after resurrection or hospitalization. For a tool that is designed to help rescue your character in a tight spot, it is extremely unreliable. You receive NoPhase immediately when you activate the ability no matter what the outcome is. I'm so frustrated with this ability. Could you guys please consider applying the NoPhase penalty AFTER solidification or better yet get rid of (or reduce the time) the penalty all together? Quite honestly I'm better off with a Self-Resurrection ability with this clunky functionality. Note: NoPhase makes it so you cannot activate your phasing abilities again. Even if your ability recharged you will be unable to activate it until this debuff is gone. Meaning having an ability like Hibernate recharge faster than the penalty is a complete waste. You won't be able to activate it even if Hibernation already failed you in the activation process (CC, Death, double-tapping) until the debuff has expired.
  6. I wanted to make a /Plant and I haven't done Ice Blast in a long time, so here we are. I'm thinking of running this as a weird off-controller, due to the qty of holds/slows present, so I'm not as concerned with the defense statistics as those oddball melee blaster peoples 😉 Also the Absorb of wild Fortress should give me alpha shot protection, generally. Hasten is perm after incarnates, and since my 2 large AoE's are DoT based, I was thinking I'd have time to go back and hold up the bosses, but if someone has suggestions here, I'm all ears.   7. Hey everyone, So, I didn't know that Ice was so bad but my old Live toon was an Ice character. I want to bring her back so I need help. The only requirements are that she has either flight or mystical flight as well as either leviathan, soul, ice, or dark mastery (preferably a patron power). Other than that, it's open season. I'd love to have perma-dom, though. I'd really love some help. PS: I'm talking like, billion inf build here. This is my project for the next few weeks.
