Street Justice?

So I love Street Justice my question is what is the consensus on who it is better on a brute or a scrapper.

My second question is any advice on a secondary to pair with it, I read somewhere that it can be endurance heavy so I would assume a secondary with some sort of recovery would be ideal so that leave me with Bio, WP, EA, Ela, or Rad? Am I missing any?

Ice armor also end recovery powers.  Pretty heavy endurance user itself though if you want to run all the toggles, the debuff, and the damage aura.  For ice armor I'd go scrapper as I think Icy Bastion looks better than hibernate.

Using it myself on a SJ/WP scrapper currently at lvl 35. With WP end is OK and it makes such a boring set as WP really interesting. Mainly a ST set but I am having real fun.
