I think you are wasting slots in Mind Link, especially with Mental Training in the build. See the PSA thread. I didn't delve deep into the Global Recharges, but my Widow has Mind Link perma without taking Hasten and only using 3 slots.

Looked into it and yeah think I will switch over to that way added in two more LotG def, and def/end and only lose .2 defense that way but get two more of the set bonus out of it now i just have to figure out what to do about the three attack powers that are still IO's thinking about setting up the psychic scream with four spider bites Acc/Dmg, Acc/Dmg/Rech ,Acc/Dmg/End/Rech, and Rech/global Toxic then two other proc's probably Frozen Blast Rech/chance to immobilize and Javelins Volley chance of dmg(lethal)

Except travel power choices, the only thing I see that I didn't pick pre-35 for mine was CT: Offensive. I never really found it made much difference so I used the slot for different powers and used the extra slot elsewhere. The higher you get in levels the less you'll need 3 slots for Elude. One will do so if you were trying to thinking you need extras elsewhere, so that might be an option to consider. Didn't take First Aid on mine, but I feel it's a good option.

I'd reconsider the choice of Numina on Aid Self; I get more mileage from the Absorb proc in the Preventative Maintenance set. For self healing (or just a damage boost) I go for Unrelenting in the Presence pool. It's a great fit for Widows/Fortunatas. The only drawback is having to take the single-target fear to get to it.

Same - it's one of the more useful procs, in my opinion.

Did some more to the build and looked into what you said changed to unrelenting power in the presence pool better animation for a close combat build like this keep the Numina's get a little better heal out of it by like 10 points but got another slot in it so put in preventive maintenance absorb proc also have another slot in TT maneuvering will post another build when i get a chance so you can see it better

Keep in mind that Mind Link on Mids is showing a 1.6 scalar instead of a 1 scalar. So it is showing base DEF at 16 instead of 10 as it should so your defense numbers might be lower than you think. I would also recommend looking into either Aid Self or some slotting for S/L resistances as Night Widows have quite low Defense Debuff resistance. I attached my build as reference for something a little different from your own.

There are still a few elements of your build that I don't understand. I'm open to read your explanations.

 

Why 6-slot (in Unrelenting) with 5 Numina + 1 Preventative Medicine when you can just 6-slot PM for more endurance a global recharge? You can put one of the other procs you want in the Health slot.

 

Why so many slots in Mind Link? I grok that experience varies, but outside of teaming/Lore pets I really only use Mind Link as the mitigation against Defense Debuffs. My experience is that it simply isn't worth chasing for Perma-status. A far better use for the slots would be IMO to 6-slot Mask Presence with Reactive Defenses. You want the Scaling Damage Resistance anyway, so why not get the Endurance discount and +Recharge as well? Mask Presence is the toggle that gives you the bonuses to positional defenses, 6-slotting with Reactive Defenses is almost 12% to all positional attacks.

 

I also feel like you may have put too many slots in Tactical Training: Leadership. Are you planning on PVP where the extra perception and ToHit are going to offer some help? TT: Leadership has always been a single-slot power for me (%BuildUp or IO-Endurance, depending on the level of the build). Full disclosure: I don't take this power on my Widow build.

 

On my builds, I find that 2-slots for Tactical Training: Maneuvers are all I need (LotG: Def/Global Recharge and Def/End). I experimented with a 3rd slot (alternating between a Def IO and a LotG: Defense) but I didn't find it made a significant difference in terms of play. (FWIW: I play my Fortunata with a lot of controls, so extra defense is less useful when enemies aren't attacking. My Widow has fewer control powers but still only has it 2-slotted)

 

Sorcery: Mystic Flight is probably not getting much from the Fly IO. I've been replacing Fly IOs with one of the Universal Travel sets (Knockback Protection or Slow Resist). Likewise slotting a Fly IO in Mental Training may not really be helping as much as you think. I put a Run IO there.

 

Do you need Hasten? My Widow build is rough on Endurance, I can only imagine that it would be worse with Hasten. Even so, it looks like maybe you are trying for a Perma-Hasten?

 

I have never taken Elude. Can anyone speak to it's value?

 

Why two slots in Combat Jumping? The two Defense IOs  seem like overkill. I also usually take the power at lvl 49, but only as a mule for the 5th LotG Global Recharge. I only ever toggle it on if I'm facing potential Defense debuffs, or significantly higher level enemies.

 

Some comments on Presence: Pacify. First, it won't put you in Hidden like Placate will. That being written, I have found it very useful at lower level content (or when soloing EB/AV) when you need an emergency break from a one-on-one combat. You must take either it or Provoke to get access to Unrelenting, so mileage varies depending if you want this as a 'breather' power or if you want the Presence: Provoke as an AoE taunt rather then the primary single-target Confront. Either choice is valid IMO; but they serve very different purposes and play styles. I played with both on my Widow build and settled with a single-slotted Provoke with the Perfect Zinger: %Psi because I wasn't using either very much and I was more often trying to pull aggro from Controllers/Dominators that got in over their heads than anything else. A pure Taunt IO would help more in that circumstance, but honestly I just wanted to add a trivial amount of AoE damage to the build.

For reference, here is my build. This is one-half of a build that includes a Fortunata, so I (mostly) avoided duplication of attack powers with that build.

 

I had an alternate build which tried to improve S/L defenses, but with the variety of enemies I face I just didn't see it as a good investment. Particularly I found the Fighting pool to be a bad investment. I didn't need Weave, and the Toughness was an extra toggle that didn't do enough for most content. This toon will go down to some single-shot AVs (ehem, Lord Recluse) but I didn't want to gimp performance against all the other game content.

 

The primary thing I don't like about the choices in this build are the three extra slots in Health and Stamina, even if they do harmonize with Unrelenting. I don't mind burning Endurance (and HP) during fights, but I prefer to move quickly between targets/groups.

 

This is a perma-Mind Link build, FWIW.

Ok this is gonna be a long post first

 

Unrelenting has five slots not six and the reason for Numina and not PM is that Numina gives a bigger heal with the set bonus of 6% to heal powers and the health slot I forgot about it so now that that is brought up I will probably put in a fifth piece for numina when i get another one and put in PM +absorb in the heath slot I do thank you for bringing up the health slot though don't know why I missed that but i digress

 

Mind Link  ok for this one it gives a huge def bonus +25% to all Def  and is easy to perma with 3 slots (adjusting target recharge reduction, LotG def/recharge, and LotG def/global recharge) will perma it but don't give you full defense so if i put in LotG Def I can get to full def on it.The extra slot is just that will put in shield wall tp protection /+ 3 res when i get one just don't have yet and as I said in the last post I'm still trying to get the enchantment I need

 

Mask Presence this one you got me confussed on think you where just using as an example so will just say that i only need 2 slots to get close to def cap on it and let it go when i get another LotG def will change out the def IO to get the set bonus because might as well have it if I can get it for no penalty 

 

Tactical Training: Leadership for this one you could be right but i fell that + to hit isn't a bad thing and the perception enchantment I wanted to play with it in pvp to see if you could do an anti stalker with this build. probably never will as the server I'm on there is no pvp that I have seen but might try to get some stalker to duel me as some point to see how it gose

 

Tactical Training: Maneuvers  you are right 2 slots will give you enough for the def bonus that's it.  that being said not going only for that will probably put in to different sets at 2 enchantments each probably  red fortune def and end for the set bonus 1.5 resist smash/lethal and reactive defense  def and def/end for the set bonus of 1.5 resistance to smash/lethal i will be a little over with the def so that a waste but it not much

 

Sorcery: Mystic Flight yeah will probably change this one just not one of my top priority really so just have that in there for now and about putting running in mental Training nooo way lol this build is almost insanely fast as is so no need to make it worse well not really insanly fast but enough so when you have a kidnap or rescue mission you take a few steps and wait for the NPC to catch up and that drives me insane enough as is.

 

Hasten this one is up to personal preference i guess it helps with the recharge times of my attacks so i like it is it great on endurance no but i can get through about four to five groups before i have to rest so I can live with it and yes it is close to perma i have about 20 sec down time with it also the build as is has a recovery of 250%/sec (2.62 end /sec) in game so the endurance really isn't to much of a problem for me so far as long as I watch what i attack and when but that is a given like taking sappers out first and getting rid of the pet from the granite devouring earth that boost their defense can put it in a bad way by wasting so much endurance while attacking  with little return

 

Elude I don't mind it really useful a few ways but really just a OS button (oh shoot for politeness sake) give a huge def boost to melee, ranged, and aoe's and ungodly endurance regeneration for 3 mins not bad but one hell of a down side after the three mins of losing all endurance should i take it? personal preference on it really, I don't use it to much but nice to have just in case

 

and for combat jumping with 2 slots well for the most part was gonna do another LotG def and def/global recharge in it so would get the set bonus of 10% regen but will probably change it to red fortune def and def/end for another 1.5 resistance to smash/lethal set bonus
