It's a false positive from your virus checker. playerslot.txt is just a text file that tells the game the order that you sorted your characters in (the server doesn't store your sort order). I don't use AVG, so I don't know exactly how it works, but you should be fine just clicking "Allow App".

Yep, false positive on the AV program.  Part of it may be that you have the game in one of the protected folders; I always have a /Games folder in the root of the drive to avoid that.  My CoH folder is C:/Games/City of Heroes

 

And like Roderick said the playerslot.txt file simply tells the game what order your characters are in, your characters themselves are stored on the server.  Deleting your entire CoH installation on your computer will have no effect on your characters at all.
