Elec/Stone Brute meant for tanking/Off-dps

So I just threw together a rough draft of a build, I'm trying to go for a hybrid between perma hasten and a good amount of Resistance and Defense. Im sure its not the best and would love some input from anyone who may have some better experience building Tanky characters. Yes I am aware that I do not have perma hasten when in granite armor but I feel that I would have to spec so much into Recharge speed that I would be sacrificing a lot of resistance and defense.

The workaround I used on my granite tank (tank, not brute), was the KD-chance of 100% recharge IO.

 

Sudden acceleration is a new set that convert KB into KD, so I used hand clap on bigger groups to get the proc pretty much every time.

But nearly every enemygroup have some sort of -recharge debuff, and with little to no resist to it, I kinda gave up on the perma hasten.

 

Ok, since kin is your best friend, you always get that buff around, so having enough recharge still can bring you back to perma hasten.
