Is there anyway to do the green phase without a controller or control type?

You can do it with a Blaster or Fortunata with holds.  In any case, you're going to need holds.

You can bypass the holds with enough DPS, but it's a rather high amount: Lore pets help with this.

But yes, holds from any source (Seismic Smash, Knockout Blow, tier 3 Crushing Uppercut, Freeze Ray, hold procs, etc) make it easier.

Yep.  I've been on teams that did it with zero holds and it's a pain.  Even worse than the Kahn TF that was all DPS with no tanks or brutes.
