New Powersets or Powerset Customization

Is it possible to have New powersets made for the game or even to have free form customization?

like, what I've noticed is that certain powersets are only allowed with certain archetypes..

 

for example: To make an Overpowered Healer

 

Empathy / Regeneration <---- These Two aren't able to be put together, BUT if that was an option... THAT would be way cool!!!

Man, I'd LOVE to have the option to combine the Brute/Scrapper melee with controller/corruptor secondary sets.  Or controller primary with melee secondary armors.
