Build Request: Ill/Rad Controller - Solo Artist / AV Killer Edition

If this thread looks familiar; I posted something similar over on the COH subreddit not long ago, to no response.  So, trying here!

 

So, I bought into the /Time hype so hard that I never tried an Ill/Rad on live. And with new IO's, new sets, and new QOL on Homecoming (seriously, keeping toggles active until despawn is <chef kiss>!)...I believe it's time. And since I am complete garbage at making builds, I'm lending an ear to the community!

 

I want an AV-killer. The solo monster that Ill/Rad is hyped up to be. Perma-PA/AM/Hasten, whatever the dream build is! Money's no object, go nuts with purps, ATO's and whatever suits you. All I ask is just a little explanation as to why you think your build is awesome since it's hard for me to grasp that just looking at a Mid's loadout.

 

I know the new flavors and upgrades are Ill/Cold and Ill/Storm - but /Rad suits my character aesthetically, so by proxy, it's more fun to play. ^^

Well, the problem with your request is that, generally, we expect the people asking to do some of the legwork on their own. After all, play style is a key feature that no one can build for. I might skip a power that you would love playing, or put a power in the build that you end up never using. It's one thing for you to post a build that's 3 seconds shy of perma-hasten and asking for help, it's another thing all together to have someone do all the work for you.

That said, I get that mids looks daunting and confusing, so I'll tell ya what: I'll whip up something and post it in a bit, and re-reply with it once it's done. Or, maybe someone else will beat me to the punch. Either way, Im'ma help you out 😃

Though I should note that my own illu/time is ALSO an AV-soloing machine. Not quite there with GMs unless I throw a shivan at it, but maybe you can just make a separate build for that character instead?

Ok, so I whipped this up. A few things to note:

There's no Alpha slot/Incarnate stuff or accolades, so once you get those, that will change your stats for the better.
The build is very Solo vs Single-target focused. This is why I skipped Spectral Terror, Mutation, Fallout, and the epic AoE.
Your damage mainly comes from procs (especially in Blind!). For this reason, I do NOT recommend slotting an Alpha which increases recharge, as that will neuter your proc chances, and therefore, your damage.
Hasten and AM are perma by a fairly wide margin. PA is barely there, so you'll have to queue it just before it's back up (using the countdown timers option will be very handy for this!)
You don't have soft-cap defenses.... on PAPER. Once you hit your foe with Radiation Infection, you'll be 95% safe, guaranteed (Power Boost will be great for this if you're up against a +4 AV)! Still, if you DO get hit, it's gonna hurt.

Endurance might be an issue. Keep plenty of blue candy on you!

Many enhancements are +5 (using boosters). This does NOT show up on mids unless you hover your mouse over the enhancement! In general, I only +5'd recharge enhancements on powers that have a high recharge (Hasten, AM, PA, etc), the End Redux in Enervating Field, and the End Mods in Stamina.

If you want an AV killer, you’ll want to take Mace Mastery for Poisonous Ray and Toxic Tarantula. The -res and procability of Poisonous Ray is phenomenal and the extra pet adds a lot of DPS. I’d share my build but I’m going on vacation and all my builds are on my desktop. I do remember all the IOs and slotting, so I could potentially build it for you 😛

Normally I do have an idea of what I want.  With Ill/Rad, though, I kind of presumed it was one of those AT's where it was optimized and fine-tuned, combined with a big ol' "I have no idea what I want from /Rad" stamp on it.  So I left skips and takes open.  Thanks a million for the build you posted!

Ill/Time is my baby, and by far one of the best characters I've played both on live and on HC.  The build I have is tuned for swiss army play.  Can group, can solo, can hold his own against most content.

I'm not in a hurry!  Trust me, I have a stable of alts I'm happy to play in the meantime.  Enjoy your vacation and ty so much for the help in future!  ❤️

unfortunately, current pet AI (from a patch just after IO sets released) has them running under the heels of AVs/GMs to get 1-shot by a PBAoE. i built the ill/rad/mace char we're talking about here, & despite how insane it looks in Mids/Pine, it just doesn't function properly in-game.

I sort of see that. You can still manipulate the AI of your pets/enemies to make it impactful. I would say it’s still 50/50. Sometimes my Phantasm and Toxic Tarantula would die very quickly and their DPS wasn’t that impactful, but oftentimes I could manipulate the game to keep the pets alive and the DPS was phenomenal. Aside from the whacky AI, stacking multiple -res abilities makes your unkillable Phantom Army hit like a truck!

I ran a near identical toon for ages on live and rebuilt her here. So what you get:

 

Base build package - Perma PA/AM/Hasten. Bonus since it also exemps extremely well. You'll have about .5 seconds off perma PA as far down as Citadel. Lower and it'll be closer to 2-4 seconds. 205% naked recharge means everything is perma without AM's 30% buff. Nice for when your in the mix and it recharges.

 

Incarnate level - Agility Core and Accolades gets you to hilarious numbers. 95s AM recharge. 52s PA recharge. 98s Hasten recharge. The wiggle room is extremely nice to have in groups and TFs where you're probably not going to be babysitting your recharges quite as hawkishly. 5.02 end/s is comical recovery. S/L defense soft-cap pre stealth suppression (I'd have to check the in-game numbers for suppressed defense) things miss, and they miss a lot. It also puts you within spitting distance of the incarnate softcap which leaves you well open to take w/e incarnate powers you like. Ivan's on point phantasm's AI is straight garbage. Fire him and tarantula off as often as you remember. Tarantula's also well within perma range.

 

Picks are fairly straight forward other than Epic so i'll run through the skips:

 

Group Invis - debatable since a co-ordinated team could make good use of this one. I find that PuGs are generally going to a.) watch you zoom to the objective alone or b.) tank stealth an aggro universe to the objective. Not worth the pick IMO and not even a good spot for a LoTG mule (which are bountiful)

 

Mutation - this is one i'd like to have an early pick for. Late game it's marginal, early it's a nice one to have. No room though.

 

EM Pulse/Flash - Pick one. You can have a garbage animation or a endo hit with some nice debuffs. I picked the garbo animation. If I'm flashing it's just for funzies.

 

Fallout - Positional nuke that requires a corpse. Hilarious, but picks are slim.

 

Choking Cloud - this power wants more PBAoEs to play with. Illusion brings none. It also actively works against stealth play which illusion brings a truckload of. Great power with a bad fit.

 

Epic's/Patrons are where you get some actual options. Defense is easier to build to noticeable levels, but both ice/mace attacks are iffy. Ice will get you a rain power, but you'll have to deal with a decent sized cone for aoe damage. Mace animation times are preposterous, but you get a nice TAoE and ST attack. Just use one after the other to not multiply the frustration of redraw with the animation times. Spider's also a nice fire and forget damage add. Otherwise you can skew to offense with fire and grab fireball and a res shield. It's a reasonable option with a quick recharging self heal to lean on, but less reliable when you're squaring up against tough targets.

 

I've adjusted to Hasten/SS/CJ being my movement package. Hasten/Fly/Hover is your other option I just dislike hovering. Fighting b/c of course. Leadership for a tick of recharge as well as a hair of defense. 

 

Playstyle's probably similar to what you're used to w/Time. Beat the team to the objectives and clear. You're invisible. You're damage source is invincible. On a long enough timeline you're going to win.

I can't look in Mids to see what exactly you're seeing and in general you are correct (i.e. The Rule of Five).  However, it's not the numerical value the Rule applies to but what it's called --> Large, or Tiny or Huge.  This is why a build might appear to exceed the limit with 7.5% recharge bonus.  The LotG is named differently than the same value appearing for example in Panacea so you could end up with 10 7.5% bonuses.

 

I am not aware of the same 'loop hole' existing for the 10% value but I'm also not as familiar with some of the newer sets in which this might occur.

The chance for a proc to go off is based off the PPM (Proc Per min) along with the Enhanced Recharge + Animation time of the power and the Area of Effect. 

 

It's a reasonably complex formula but it means quick recharging powers have a lower % to go off each time than slower ones. Larger AOE powers also have a smaller chance to go off (but should hit more targets so it should balance out). "Enhanced Recharge" means how much recharge is slotted into the power, not Global recharge bonuses from IO sets, Hasten or other powers like Chronoshift. 

 

Alpha slots count as enhancements too (hence the "% of this ignores ED") so an Alpha which boosts recharge will reduce the % chance of a proc going off on an enemy. 

 

So most "proc monster" builds will avoid slotting Recharge Enhancements in powers with procs and also avoid an Alpha which boosts recharge. Instead quite often they'll try and make up the difference with global recharge bonuses (which aren't counted in the PPM calculations), Hasten etc. 

 

Note this is how it works NOW. There's been talk of Captain Powerhouse having a look at the whole PPM system and "adjusting" it (ie nerfing it somehow). Nothing concrete yet as far as I'm aware (to be honest given ever-falling player numbers and how the game has gone City of DPS with Blaster and Tank changes I think nerfing procs which Controllers and Defenders rely on to close the gap would be a huge step in the wrong direction but hey, I'm not a Dev).

If you look at your Mids build you can see how "badly" the proc rate is affected by checking the damage breakdown in the power description (hover over the damage). For example my Grav/TAs Hold which has the 6 Superior Will of the Controller IOs in it. Because the Recharge is enhanced to 95% the proc rate is 49%. If I rearrange things so there's only the recharge from the SWOTC proc itself (23% recharge) that number goes up to 67%. But I don't mind because I want the set bonuses more.

 

Acid Arrow IS my Proc Monster power so that is slotted with 1 Acc and 4 procs (1 Achilles Heel and 3 "normal" damage procs). And actually because Acid is reasonable quick to recharge anyway the % for any one of those procs to go off is 47%, which is good enough for me. 

 

So it may not be as bad as you think.

Lost my old builds mine looks something like this, made for a theme, everythings perma that needs to be. I hate kb and mez so phanty gets help and psi indom will is a must-nothing worse than having to reapply rad's 2 super slow animating debuff toggles when your fighting av's. Psinado still makes me laugh. I like a half decent single target attack chain of blind-spectral-mental blast. Defence numbers are laughable but s/l resist is pretty good and your an ill troll so you shouldn't be getting targeted much anyway.

Rad IS a great secondary for solo AV hunting (because of the debuff toggles, but mainly because of Lingering Radiation). Even if the AVs can resist a big chunck of LR, it is still one of the most efficient -regen in the game and a very powerfull - recharge. When you face Positron (like the Automaton Positron in Dark Watcher's arc) you do notice that pretty well  🙂 ... As a solo controller, Accelerate metabolism help the end, the damages and your recharge. EMP is a great Oh s*! button and the heal is very decent. 

 

For an Illusion solo AV hunter to work well you may have to be able, as much as possible, to have Perma Phantom Army to constantly keep the AV's attention. To my knowledge, few primary pets are able to survive long enough most AVs AoE and direct hits. PA Being invulnerable, is one of them. There is also the Earth primary Animated Stone (provided you heal it fast enough and apply the right amount of buff debuff during the fights).  The thing is, unless you want to rely on temp powers or Lore Pets, one of the best strategy to defeat an AV solo for a Controller of any primary, IS to rely mainly on the primary pets to get the attention and do significant damages while you keep them alive the best you can (talking healing (for a Phatasm or any last tier primary pet) and recharging (for PA and all pets)). You have to make sure they survive long enough so you can recast them on the spot if required. Nothing worst than being alone in front of an AV and waiting for a pet to recharge.... Make sure you use whatever debuff you have and that the AV is held when the purple triangles are down (it gives you a break to evaluate the situation to readjust quickly if required and it will save your toon's life on occasion).

 

Proc are great, but the + recharges (any type) will make sure you have your tools available when you needed them. You may have to manage your end as well. When you will start your solo AV hunting, you will find holes in your build (pay attenting at the Inspirations you are using the most). You can then fill the gaps with a respec (moving slots around), set bonuses, proc and Incarnate abilities. Damage levels of the controller being what they are, expect the fight to last quite a bit and you may have to adjust you main strategy with the different AVs. 

 

I strongly suggest a Status effect protections, like Indomitable will, Acrobatic, carrying lots of break free inspirations and/or Clarion (whatever you choose). Debuff toggles dropping = harder fight and, sometimes, you toon's defeat, for a /Rad controller in a solo AV fight.

 

So it is hard to give a build that will fit all that. The thing is, the build is just a part and your gameplay is the other important part.

Breaking out a 2019 Ill/Rad, any new builds? Infamy is not a problem so best of the best would be the best although I’m less then the best so my best will likely be not as best as your best build could be…est?
