Mabye make a chest and leg option that gives the Mu look? could just default all attacks from the head while its used?

That would a) require new animations, and b) require that they be tied to an optional costume part (something that as far as I know is not done anywhere else in the game).  (The keyword here is optional, other cases such as shields, weapons, or crab backpacks are not optional - they're automatically chosen for you when you chose the relevant powerset.)  And how would attacks from the head even work for a katana scrapper?  Or the fire or ice swords of the relevant melee or blast powersets?

Either one of these amount to more work than is reasonable for a specialized, low use, costume part.

or better yet how about just more MU type enemies instead of just Electric levitating blood gimp?
