Patrol XP meter in character select screen

On the character select screen, add a little (optional) meter or % indicating how much patrol XP that toon has saved up, for those of us who like to eschew playing a toon until they have a full patrol stack.

That info is pretty much already on the character screen. You get one bar of patrol XP every 24 hours you're logged out, so the "days since login" number tells you how many bars a character has.

unless you have logged in and did not completely clear your current Patrol XP
