How to make Phantom Army perma? possible?

I have it perma on my Ill/Time. Time it's a lot easier to do because of Chrono Shift (which is also perma), obviously. Still possible with Accelerated Metabolism or Siphon Speed, but not as easy or reliable. Using Spiritual or Agility (either works really) for your Alpha is always a big big help.

Ways to get these numbers:

There are a variety of ways to achieve the rest of the recharge from IO slotting, if you have anything like Chrono Shift or Accelerated Metabolism, you're officially done.

I had a perma-PA Ill/Rad back on Live, the Radiation secondary is a huge help with the recharge bonus in Accelerated Metabolism.  As Adeon mentioned you'll need to find about 205% in recharge bonuses after slotting PA to the ED cap recharge.  Hasten is worth 70%, AM is worth 30% leaving 105% from IO bonuses.  Luck of the Gambler +7.5% recharge is another chunk leaving you to find 67.5% in other IO bonuses.  Doable, but it will get expensive.  Back on Live a Perma-PA Ill/Rad cost around a billion inf; an Illusionist with a secondary that didn't provide +recharge could jack that price up almost double.  The good news is IO prices are MUCH better here and merits are much easier to come by so it'll cost you far less than it used to.

 

Or you can get a buddy to toss Speed Boost on you, or team with another Radiation character so you'll have two AM's (60% recharge there).  If you're running a static team with a few friends it's MUCH easier.

It might be overkill because I'm a nub at building and just threw things together over time. I'm running an Illusion/Darkness Controller I absolutely adore playing with permanent Phantom Army and amazing Support/CC potential.

 

Global Bonuses:

  • 70% Hasten
  • 10% (x4) Ultimate Improved Recharge Time Bonus (Apocalypse, Unbreakable Constraint, Absolute Amazement, Coercive Persuasion)
  • 8.75% Gargantuan Improved Recharge Time Bonus (Will of the Controller)
  • 5.0% Moderate Improved Recharge Time Bonus (Dampened Spirits)
  • 7.50% (x4) Luck of the Gambler

Phantom Army

  • 53% Invention: Recharge Reduction +5
  • 44.5% Invention: Recharge Reduction +1
  • 42.4% Invention: Recharge Reduction +0
  • 26.5% Soulbound Allegiance

Just for fun, I did it on my Illusion/Dark controller, it requires at least T3 of Spiritual, but it is possible
