IO Set Bonuses and Soft Cap Question?

Are the IO Set Bonuses included or excluded in Enhancement Softcaps? Say you have 100% extra damage from enhancements in Brawl. Soft cap has been hit in Brawl for damage. If you have an IO set bonus from 2 IO's in a set, that gives you an extra 4% overall damage. Will that 4% over all damage be affected by the softcap in Brawl or will you have 104% damage in Brawl?

It's been long time but to my knowledge it's a global bonus not effected by DR/ED anymore than Assault would be.  So not so much +4% to Brawl but +4% to all your attacks

Set Bonuses are applied after Enhancements' Bonuses, so yes; they are not affected by the Diminishing Returns.

Meanwhile, there are Incarnate things which function -like- Enhancements, but ignore a portion of Diminishing Returns.

 

Additionally, the current Proc Rate mechanism functions based on Powers' Recharge, rather than Global Recharge.  I think @Bopper posted a rather informative deconstruction of that somewhere.  I'll try to track it down.

When you say softcap, are you referring to Damage Cap? So let's say you are a Tanker who has a 500% damage cap, are you asking if you hit 500%, do set bonuses add on top of that (make them 504%, for example)? In that case, you can't go over 500% so the set bonus would be wasted.

 

Or are you talking about Enhancement Diversification, where you reach certain points in a power's slotted enhancement strength that causes diminishing returns of your enhancements? In that case, if you had 100% enhancements slotted (which reduces to 95% after E.D.), then adding a 4% damage set bonus will make the power 99%. So, in other words, the set bonus is not impacted by E.D.

 

*E.D. is Enhancement Diversification, which is the mechanic that reduces the strength of an enhancement when you reach certain strength thresholds.
