Question on Non-Snipe Assault Sets

I noticed the electric assault set had the sniper buff that was created as part of the Blaster improvements.

 

So what about Icy/Thorns/Stone - the sets that don't have a sniper power? Were those sets buffed in some way to compensate, the way Blaster's sets that lacked a snipe were buffed?

 

Example: Blaster's freeze ray does excellent damage now, because Ice Blast lacks a snipe.

There was a wholesale blaster revamp, the dominator powers just benefitted as a side benefit - I don't believe they were planning a proper review of dominator assault powers.
