Can I get some advice on this build. Would I be better off proc'ing out Fistful of Arrows?

 

I'd really like to avoid having another character with Scorpion Shield, and I like just the ranged def and Force of Nature panic button.

This is my new Defender TA/A build baised on work done over in the Defender forum by KaizenSoze.  It does take Scorp Shield, so it won't be a great reference for you. But what it does is use as many damage procs as possible in attacks -- in particularly Ice Arrow, which ends up being one of the highest (if not the highest) single target attacks with fast cast time.  Your slotting gives up proc opportunities as you need more set bonuses to hit the S/L/R caps, which is fine.  Just throwing this up here if it sparks some thought. 

 

Also note that I probably should take Entangling Arrow earlier (since it now has the -RES that used to be in Acid Arrow), but I found early steamroll teams /TFs didn't really need the extra ST -RES.

I would keep FoA as is. Proc Ice, Acid and Oil. Explosive Arrow does pretty well with procs but mine isn't. 

I wouldn't sweat Scorp shield. Flash arrow will give you a lot by way of -tohit. Yer also gaining PBU which is quite nice although I've never taken it on a character.

Different sets. Corruptors get Trick Arrow, blasters get Tactical Arrow. Trick Arrow is a debuff set. There are some powers with the same name in Tactical, but the blaster versions lose most or all of the debuffs.  

  • Corruptor version of Flash Arrow does -15% tohit debuff while the blaster version does -4.9%.
  • Corruptor version of Oil Slick Arrow has a 25 foot radius while the blaster version is 15 feet and doesn't have -defense.
  • Blaster version of Ice Arrow doesn't have -damage or the secondary effect debuff.
  • Blasters don't get Poison Gas, Acid or Disruption. Their immobilize does damage not -resist.
