Inquiry on Storm Procs

I have never played storm before and I want to make one for my next toon. I just want to know about my proc set up and if I’m missing something important or if you have a suggestion for my strom procs. Im trying to proc it as much as I can.

Freezing Rain as a Rain power doesn't get a lot from Procs. There's one check at cast and another check in 10 second intervals

 

Lightning Storm doesn't really need the KB>KD in my experience as it's only Mag 1 KB and any sort of enemy buff/KB resistance will make it low enough to turn into KD on it's own. Even if they have 0 KB resistance Mag 1 KB sends an even level Mob a foot or two tops. If you absolutely hate any and all KB then leave it, but I like to save the slot.

 

You're going to have major End issues from the looks of it. You may want to consider Ageless to help shore that up and look at End Reduction in your heaviest usage powers.

Freezing Rain : Keep the Achilles (cos more resist is a good thing). Drop the rest and slot with 2 +5 Recharge IOs and job done. 

 

Hurricane is terrible for procs. The Repel will still happen and since its a toggle it works as Jojo says (check once every 10 seconds). Pull the FF and stick it into Gale. I just slot Hurricane with 4 Dark Watchers for the bonus. 

 

Just because Tornado & LS can take procs doesn't mean you should skip slotting for damage. Especially for Tornado since it's essentially a pet with a toggle (back to the "once every 10 seconds" checks). My preferences for them is this : 

I do like the KB2KD in Lightning Storm just so it doesn't blast things out of its own range. So KB2KD for both, FF for both since it'll proc 90% of the time you drop either of these and then a nice set for some bonuses. 

 

I've also fallen in love with the "Chance for Knockdown" from Avalanche in my nuke. 5 Superior Avalanche including the proc for the +5% melee defense and one Purple Proc. Mmmmm. 

 

Also Oppressive Gloom is poopy. Spend health to stun minions? Nope. Storm is incredibly End intensive so Dark Consumption would be a better choice.

So I've taken all the advice on slotting and play tested my build. And I love to just tank into mobs. I've started to notice. Almost every power I have on storm side, the mobs run in fear cause of tornado and freezing rain and its super annoying cause those are my 2 main storm powers I use. I pull them back with fold space but they still wanna run and it lowers the the number of heads my aoe's hit and it becomes frustrating for other people I play with. So I added some new procs into the mix to slow down the running with chances to immobilize/knockdown in powers I can fit them in. Im tempted to even pick up the spectral core flawless interface. I don't dare to run Hurricane. I really enjoy ITF's and even with the AVs they have mobs constantly spawning and I just can't run that without wanting to shoot myself lol

Should I just move on from storm and stop trying to fix my dilemma from constant runners? It doesn't feel like a team friendly support set at all to me with my current play style. I enjoy a very fast moving play style with my power pool set up

Please let me know about my new set up and what you think about my new IMO/KD procs. I haven't tested it yet. (I play with temps and inspirations so i don't have an end problem or def problem).

Honestly can't see how or why you'd want to "tank" with a Fire / Storm, especially not with this build. Your defenses are very low to the point of nonexistent. With all the recharge this looks more like a "stand back and rapid blast" build to be honest. 

 

RoF has a 40% RunSpeed debuff. Snow Storm has a 50% RunSpeed debuff. No more scatter (or rather incredibly slow scatter).

Also, the build up proc in tornado will almost double its damage output on and off when it goes off.
