Hi all, 

 

My better half has recently got back into COH after a few months off and has decide she want to play and ICE Storm troller and has asked me to help with the build. As an almost pure tank player, I am not too proud to admit that I do not really have a clue! I have given it a go based on what I could find online. I have managed to softcap ranged, E and N def and capped S/L resistance. Recharge seems huge due to all the FF procs, while damage does seem a bit low, the ability to sow chaos and lockdown enemies seem very high. However I am really not sure if the build will work or even if it will be playable.

 

The Mrs goal is to be able to do as much content as possible while also being safe to badge hunt etc. She is not looking to run solo ITFs or hunt AVs. We have a huge number of merits and cash to drop into the build thanks to my lack of altis over the past 6 months, so cost is not an hinderance 🙂

Alright, I've reworked the build to how I would run it. The main thing, is that Controller base damage is pretty low, it's always better to use damage procs to increase the damage, than to slot up the damage. Then, the next thing is that the Immobilizes have really long durations, so slotting up their duration isn't very important... same for Sleeps, because usually the effect will be broken by damage or by Ice Slick before the effect ends. Lastly, Surge of Power has a hard crash at the end, it's not very survivable for squishies, and ones that are resist-capped for S/L don't really need it except for mez protection. If mez protection is that important that she can't wait for Clarion, I'd rather get Indomitable Will or Rune of Protection instead.

 

The only option where I'm unsure is the slotting on Ball Lightning... this does way more damage, but Artillery would cap out the Ranged Defense. I'm not sure it's important enough... if it is, switch to Artillery for more defense.

This is a huge help. The build is also great and Mrs W is now very excited that it includes an extra pet!  

 

The points on Mez protections are well taken and I think Clarion will be the way to go.

 

One last question, what are the other n incarnate sets most Controller go for? normally take? I am presuming it would be Assault for Hybrid the the damage boost but I also see that the Control set offers some nice perks. On interface my normal go to is reactive, but give all the -res in freezing rain is that the right way to go? Sorry for the extra question,  and any help is most welcome. We should have Snowflake up and running by the weekend at which point I will report back on how Mrs W has found her.

Stacking more -Res is not a bad thing, it will keep boosting damage.

-MaxHP is also useful against AVs. To be honest, if it's not an AV, the interface proc isn't that useful except for the chance-for-damage, as mobs usually die before you stack much -Res on them.

 

The Control set also helps a bit with damage, so it's not a bad thing. You might ask around specifically for the interaction of the +1 Mag and Arctic Air... if they work together well, then that's a no-brainer, because pushing AA up to Confuse Bosses is a Big Thing.

 

Lore is whatever you like, but I like the Storm Elementals for my Illusion/Storm. Judgment is also pretty balanced, though you go Pyrrhic if you want a fast animation, and the Electric if you don't want to bother aiming and just want to hit everything on the map. For my Ill/Storm I went with Ageless since I don't get attacked as much, but an Ice Controller really needs Arctic Air to keep running so they need mez protection.

Cheers both, end does look like a challenge @5099y_74c05 . Ice and Storm are locked (at lv 44 at the mo) in but Mu is not. The Mrs only ask is that I don't and an epic that messes with her Ice Fairy look, so Stone and Ice are both out. I went for Mu as it seemed to fit the build best (look wise) and offer a bit of recovery, but it is definitely not fixed and any better solutions would be most welcome. Worse case I guess she can always buy the Survivability buff from the P2P vendor... I mean 8 hours is only what 60mil 😮

Made two quick change by swapping out  the Alpha to Cardiac and taking one of the FF procs out and adding an extra endurance slot. It drops the overall def, but as she will be teaming with my SD tank, my builds buffs should make up the difference.  As will getting the accolades. As she is a badge hunter I am sure that will be the fist thing she will be doing.

 

Stamina looks a bit more sustainable now.

Ummm.... //Ice works nicely with an an ice-based look, and also does great AoE damage which is rare on a Controller.

It has a minimal graphics option, where the armor is a frosty ice crystals effect rather than the old "ice block all around you"

@Coyote Cheers that is really good to know. I did not realise that they had added a minimum FX to option to the epic sets. I just remember back in the day it turned you in a jack frost!

The 1 slotting of Maneuvers kills me especially on /storm which is already an end hog. At the very least throw an end redux in it.

 

The most valuable leadership toggles are Maneuvers for the defense in today's meta, and tactics for the +perception, the +to hit is also useful for teams doing content over their heads like +4 talos radios when most of the team is sidekicked down so they are essentially fighting +5s... Assault is meh, the mez resistance it provides is super rare, you are not going to turn yourself into a damage god with it, and there are other debuffs that help the team kill faster without yet another end sucking toggle on a storm.

 

None of these builds have any slow resist. Storm's toolkit depends on recharge with most of its core powers on 30+ second timers, and if your recharge gets neutered how long will it take for those powers to come back up? Ice's toolkit is pretty similar with ice slick and glacier on long recharge timers. If money's no object and you are chasing that high end build my advice is don't skimp on slow resist.

 

Mu is pretty optimal for power sink as the build will need it, I'd also take a look at sorcery since it fits the theme and has RoP for mez protection. Going that route will relieve some of your toggle burden because you'll be forced to ditch a pool to fit in sorcery. With enough recharge you can get close to 1/2 uptime on RoP.

I chose Agility because the extra recharge and defense outweighs the benefits cardiac provides. With a fully slotted power sink on a 30ish second timer you will be alright in the endurance department.

Thanks @Nemu and @5099y_74c05. I now have three great looking builds to tempt her with -I think I might build all three on the test server and let her take them out for a test drive. End is defiantly going to play a factor in her decision. Back in the day she was all about WP and Regen toons just for the double stamina!  That was before she was seduced by the prettiness and insanity of Controllers!

I feel like you are going to be hurting for end.  /Storm is an end hog, and Arctic Air ( a great power, though it gets you a LOT of agro) is a massive end drain.  I franken slotted it with 4x end/confuse from various sets, and still have end trouble.  Trying to run all those other toggles (maneuvers, assault) - I don't see how you will manage to keep running.  I have Miracle and the end mod set proc slotted and still have to watch my end usage very carefully on Ice/Storm.

Well she is all built and ready for the Mrs to take for a test drive.  We are trying out the less toggle intensive build to start with. I will feedback on Monday how the good or bad the blue bar issues are.
