Rad/Bio needa build please

I have this toon at low 40 and love how much debuff it can do. Just don't know how to slot it and what set to go with. Been using Unleash potential and I think i like it in the build I am all ears and eyes let hear it and seem them please.

Mine been through about 8 respecs and i'm still not happy. Looking at this right now but the only time i enjoyed mine was when i had the tier 1 and soul mastery in as well and that left it so weak defensively it was pitiful. Possible build but not yet tested:
