best epic power pool for fire/rad?

looking to optimize my fire/rad (groundbreaking, i know) and wondering what the best epic power pool is for that combo?  I thought i had read that Psi was the best, but i may be confusing it with another build.  Also looking at primal forces to maximize holds...is there any thats hands down better than the others?  Or all good in some ways?

I was actually trying a build with melee defense, but there's not much out there.  I may shift to S/L, melee is forcing me into some interesting IO choices.

Yup, I like stone on any Controller which likes to be in close. Pity the Armour is so visible. But Faultline and Seismic are gold. 

 

If you've skipped Fighting Earths Embrace will take Resist sets so the two Resist +Def uniques can go in there (if you're taking Ice Frozen Armour can do the same job).
