No clue. Even if it was suppressed (and it shouldn't be - it should stack with everything else), normally suppressed things still appear in the list of effects contributing, but don't end up added to the total.

 

It's like it's not doing anything.

Pretty sure Movement Increase from Mayhem/Safeguards is a buff to movement speeds rather then actually just adding speed.  If you check the power description it says "+15% strength to run speed" as opposed to "+xx.xx run speed."  In a sense it's like how Power Boost buffs your movement for a few seconds.  This sort of buff won't show in your combat attributes unless you already knew the values prior.

You are entirely correct, sir. I missed that when looking at it on CoD, because the "strength" is at the end of the list of attribs buffed. (Maybe someone should change that display, huh?)

So basically, this acts like an enhancement to all your movement powers, or like a tiny Power Boost that only affects movement.
