Marshal_General Posted May 30, 2019 Posted May 30, 2019 I had this idea to try and get the Rune of Protection's 600 second recharge to perma status to see if it can be done. However I have run into a wall on the builder. I have not crossed the rules of 5 yet and still have more recharge that I can add, but it will not go down below 120 seconds no matter how much more recharge I add. Is this some rule I don't know about since hasten seems to be stuck at 90 seconds or is it a bug with the planner?

I want to say something like 300%, but I'm probably wrong. I know that some things like Hasten were patched back in the day to have recharges so long that you couldn't stack them.

At 500% recharge powers will recharge in 1/5 of their base time. EDIT: FIxed my numbers, I was mis-rememebering. Defender Smash!

Ragnar Posted May 30, 2019 Posted May 30, 2019 Players and critters have a maximum recharge rate bonus of +400%, which cuts recharge time to 1/5th of normal. So 120 is the limit.

Still having it at 2 minutes recharge and lasting 90 seconds is good enough I guess. Here's how you figure this: First, which is harder to perma, in this case the answer is Hasten. If you have Hasten perma you also have AM perma. Hasten has a base recharge of 450 seconds, and lasts 120 seconds. 450/120=3.75 which tells us you need 375% total recharge to get Hasten to perma, this counts the base 100%, global buffs, and whatever you have slotted in Hasten. So, subtract the 100% base, leaving us at 275%, subtract the 70% from Hasten itself and the 30% from AM, leaving us at 175%. From here you need to fill in your own numbers, but I'll give you example numbers to help you out: Subtract the recharge slotted in Hasten, this will include if you have Agility or Spiritual as your alpha slot. Lets assume you don't have Agility or Spiritual and you just have 2 50 basic IOs slotted in Hasten, this is 83% recharge. 175-83=92. In the above case you would need 92% more global recharge to perma hasten, and as long as what global+slotted in AM still equals +252% (this does not include the base 100%, but does include the 100% from Hasten+AM) you're good. If it doesn't, then you need to either add more recharge to Hasten or more global. Also, as a general rule of thumb, while +275% recharge is what you need to perma, closer to +300% is better as it gives you a bit of leeway for when you activate. I've lost count of how many times I've gotten hit by a hold or stun over the years because I was chaining attacks too efficiently and didn't leave a gap for Practiced Brawler to activate during the second it recharges/expires.

Nic Mercy Posted May 31, 2019 Posted May 31, 2019 Easy rule of thumb... divide the recharge time of a power by 5. That's the lowest its recharge can possibly get. If that isn't equal or lower than its duration, it cant be permad. 1 Kyriani-Nic-Jem
