Notes not appearing in Magic Man arc

In the arc called The Magic Man from Mercedes Sheldon, two of the missions are supposed to have a pop-up upon mission exit containing a taunting note from the mysterious titular character, but these never appear.

Upon Exit of Mission

As you leave Jimmy's office you see a note taped to the door addressed to you.

'Character. Do you remember the first time we met? I didn't think so, and I'd like to keep it that way. Rest assured that I'll be seeing you soon, but you'll never be seeing me.'

You find another note taped to the door and signed by the Magic Man.

'Character, I didn't have time to plant the fifth bomb this time, so I'm sure you're happy about that. You're welcome. I'm sure Big Tony spilled his guts, again, so I'll see you on Talos Island, only this time, we end this dance.'
