All the citizens ( 20 of them ) are the exact same NPC. Last time they were all a Female in a tee shirt and shorts, this time a Male in a tee shirt and shorts. Not a bug that in any way effects gameplay or completing the mission, just damn odd. " When it's too tough for everyone else, it's just right for me..."
