Two sets that have been in my to play list for a while, but never got around to it. Figured I would try them together. Any tips or basic framework for either set? Street justice looks like it can take a variety of procs, which has me interested.

A few notes after getting to level 34. 
 

street justice is just plain fun. The attacks really have a good brawler feel to them. Combo system is simple and feels rewarding. This set gains a lot from the AoE buffs in Gauntlet. It suffers from really small aoe on other archetypes, but tankers get to extend the reach and so Spinning Strike goes from meh to wow. 
 

power transfer chance for heal proc appears to be garbage. I thought it might proc off multiple targets in energy absorption, but seems to only proc once per activation.  No pseudo heal here. 
 

Ice armor seems really susceptible to defense  debuff. It has some DDR, but not like Super Reflexes, and not much other mitigation layers if your defense gets chewed up. I think I’ll be leaning on IOs hard to get decent resistance values.

Power Transfer Chance to Heal really shines in passive powers (stamina, etc) over active. With its PPM it turns into very, very impressive regen, but if you aren't getting every possible activation of that then it gets less impressive fast. 2 of them slotted in passives on an SR or Inv character + panacea/numinas/preventive/absorb proc is enough to keep you going indefinitely, I imagine Ice would be similar, But yea I'd not put it into Energy Absorption.

Here is what I current have drawn up. I was able to get to incarnate soft cap for S/L/E/N with 6 targets on Energy Absorption, and basically capped Fire and Cold (duh) resistance. It feels good enough, but not great with some obvious holes in toxic and psi. If anyone has a better framework for Ice in particular, I'd like to take a look. This combo is super fun though; I love the character.
