Depends on how much driving you want to do.  Autopilot?  Probably Inv.  Positional?  Shield, for sure.  Got enough time and influence?  Rad can get there.

 

Here's my go-to "Superman" build (no fly or LBE, however...as I love Melt Armor and single target hold - Char - for sappers).  Classic Inv/SS.  He tanks everything +4/8, from ITF to Big Mobs fire farm, including psi.  I call him, the "NUTCRCKR".  Thanks to Hyperstrike (see his "Mo Durable" build for the ultimate, ultimate unkillable Inv) and Infinitum for tips on slotting.

I liked the Invulnerability/Martial Arts I spent a lot of time testing on the test server, but I ultimately leveled a Shield/Martial Arts for the greater damage output at a minor cost to survivability. But this Invuln/MA didn't suck for damage, at least not single target DPS. It can still solo DPS some level 54 AVs, which was my damage target. It just didn't equal the Shield. Incarnate soft cap to SLEN and 50% to fire, cold, and melee with only a single target in range. Incarnate soft cap to fire and cold with 6 targets in range. If you don't do defense debuffing incarnate content, the defense is overkill, though. Suffers a bit in the resistance department, but with a second stack of the ATO (6.7%), once you start taking damage for the scaling resists to kick in (up to 10%), and if you run around with the defense amplifier like I do (7.5%), even Psionic will be 85% before you go down, though psionic and toxic damage are of course your weaknesses still since you have so little defense against them. In practice, as I would play it, resistance is fine, and it was better to spend the build resources elsewhere. My build does make compromises for damage output, so I won't try to claim this is the most unkillable tank besides stone, but I think this is at least the primary and secondary I would pick, and the build priorities I would have (other than damage), if that's what I was trying to build.

 

Edit: I should qualify my answer - this is built to be played without inspirations, because that's how I play. Toss inspirations into the mix and I'd probably take some other primary since purple inspirations will handle the incarnate soft capping and defense debuffing on the rare occasions that's needed. Of what I have any experience with, maybe Dark Melee or Staff at that point if nothing but survival matters.

I recommend:

Defense Armors, Expanded and In Order of Durability:

EnA (Any AT, Add Resists, Intermediate), SR (Advanced), SD (Intermediate), Inv (Easy). If you’re not picking EnA, I Recommend Inv. Inv is very easy to learn and drive, and very durable. Once you get your feet under you, then you can pick some of the more difficult to drive armors. My personal Favorites are EnA and SD, but I find myself driving EnA and Inv most often.

 

Notes:

•    Stone can still be very good, I just very much dislike Stone. I would rank stone somewhere between Inv and SD for durability.
•    EnA is not on tanks, if it ever is, I might be forced to move it up or down the ratings, depending on how it's ported.
•    Most SR builds do not add the resists required to get it to the rating I give it. SR is also the most difficult to drive if built my way.
•    Most SD builds also do not add the resists required to get to the rating I give it. I use all three SD build slots: Defense, Psi-Tank, Proc/Offense.
•    Inv is more likely to be built to defensive spec, it's just kinda naturally built that way. It's also so easy to drive. It's pretty much recommends itself.

AE 801 (link) is a variety of missions for fun and challenge, and is designed for a team of 5+ Incarnates.  Just search '801' in AE.

     801 Difficulty Varies: 801.0 Easy, ..., 801.2 Standard*, ..., 801.5 Moderate**, ..., 801.6 Hard***, ..., 801.7 Four Star****, ... 801.F Death.

Stone Armor is still the Gold Standard.
But it pays for that durability with some crippling compromises.
Sure, you won't DIE, but you won't be killing certain enemies by yourself.  So everything turns into a pointless slog.

After that, pretty much Inv/ANYTHING.  With the current way it runs, and the plethora of choices for Enhancements, this is pretty much the Gold Standard for no-compromises survivability in the modern game.

And, again, due to the choices in IOs, MANY other armor sets stack in QUITE closely behind it.

On a Tanker it's not difficult. You get nearly 20% from the ATO.
