I've been running a Fire/Elec for more of a "Blapper" feel, but have been interested in doing more of a hover blaster. Fire/Time seems like it would be a great pairing for that.

For a puerely ranged blaster, i tend to select primary powers with a ranged nuke, such as Elec, Ice or Beam Rifle and for secondary, both Tactical Archery and Energy Manipulation (and Ninjitsu to a lesser extent) offer good powers to benefit from without having to take any of the melee attacks. From there, it's a matter of getting your ranged def above 45% and crank as much S/L res as you can.

 

Edit: Found out an old project I had for an Ice/TA pure ranged blaster, could be fun to play and hopefully might give you some ideas. Maybe the blaster sets need switching or being in different powers, I am really bad at that:

Energy Manipulation is a great secondary for hover-blasting, since you really only need Build-Up, Energize and Power Boost out of the available powers (plus the T1 you have to take), and that leaves you with plenty of room to 6-slot your attacks for set bonuses and go deep in a couple of pools to sturdy up a bit.   I haven't got one out of the barn yet, but I'm betting water/energy would be pretty decent.

I wonder how the new Elec Blast would pair with Energy as a hover blaster. Probably pretty decent end drain between the 2.

The ranged nuke is a good call out for a hover blaster. Elec/Eng could be on the board for me as well.

Sorcery makes Electric Blast actually viable.   Could probably use some fine tuning.

Boost Range is nice if you can fit it in, but it's more of a street-hunting trick than something you can pop while on a team in a sewer map and when it's all over think, man, how would that have gone without Boost Range?

 

Don't get me wrong, a 59.6 range increase for 30s is nice, especially for your cone attacks, but in execution it's a little clunky.  My En/En pretty much has perma Power Boost/Energize/Boost Range and what passes for perma Aim/Build Up, but I only end up using a mix of those 5 powers sparingly on a team because by the time I've loaded the cannon by clicking all these buttons, the team has mowed through two spawns.  

He doesn't HAVE an ass.  That's one of the things we're transplanting!

I had a guide in the old days for AR/NRG called the Master of Cones. Let me tell you, Boost Range + Cones is A-freaking-mazing.

Honestly, I like versatile blasters. That means getting up in your target's grill to optimize all your damage. The idea of a purely ranged blaster bores me. If I want to hover blast I default to Sentinels. Sure they don't have the front loaded damage, but they have defense and status protection. They also famously lack any sort of melee focused attacks so Hover blasting just makes sense. All that being said Devices, Tactical arrow, and even Martial add decent tools to a hover blaster strategy.
