Human-form Peacebringer - the Meta Blas-fender

I took the build posted above and made a few minor modifications

 

Essence Boost slotted with Panacea instead of regen tissue as Panacea can go to Level 50 vs Lvlv 30 of Regen tissue. The increase recharge from that set makes essence boost now perma charged 117 sec vs 120 duration

 

Two slots diverted to health, Panacea, Preventive Medicine and Miracle Proc installed.

 

A few other minor adjustments and now Light Form is down to 90.14 recharge time vs 90 duration.

If you're trying to build defense, you could pull slots from Inner Light to bolster Stealth and Maneuvers.  I use Inner Light often but it's largely a mule for Adjusted Targeted.  You could use those slots to reduce the end-cost on Stealth and Maneuvers.  I ran stealth for a bit as an active defense but the cost was too high and the results weren't compelling so it remains a mule on my build.

I think the latest patch reduces the endurance cost of stealth and eliminates the move debuff, so it may be worth considering again.

The last patch made Invisibility viable as a defensive toggle.  9% base defense against everything but Psionic.  Funny, because last I checked all Psi powers were Ranged or AoE and so could still be dodged.

My number is based on what Mid's was telling me.  Invisibility in the wild is +DEF(All) and +Self Stealth

 

In combat you lose the Stealth but keep the defense.  So yes, in-combat and out-of-combat.

I strongly doubt that and would encourage testing the value. Other similar powers, such as the Warshade stealthing/defense power, Arachnos Soldier Cloaking Device, and Dark Armor stealth/defense power all have higher defense when you're actively stealthed and lower defense when you're in combat.

Understandable.  Invisibility was a self-only defense power until recently.

 

I'd have to compare in the field but I know from experience the Arachnos Stealth was really good and everything else was pretty good but not as amazing.

This is not true of Dark Armor or Warshade stealth powers (and I doubt it is for the Arachnos one but don't know for sure). Neither of them suppress their defenses in combat. This is how they were made to be 'better' than pool versions of stealth, which is required since they are primary/secondary powers. Back when Arbiter Hawk did the Kheldian changes, he temporarily nerfed Shadow Cloak so that it suppressed until some of us brought up that it was a secondary power and should match the Dark Armor power it was copied from. He promptly changed it back 🙂

Hmm, I could have sworn that they did. Well, time for a field test. I have a Dark/Dark tank, Warshade, and Bane Spider all at 50.

Dark/Dark tank, all powers off: 11.31% def in and out of combat (from enhancement sets mostly); 18.52% with only Cloak of Darkness on - combat does not alter defense. I stand corrected.

Warshade, all powers off: 3% def (I need to slot a few of the other static +def enh, it seems); 7.35% with Shadow Cloak on - combat does not alter defense. I again stand corrected.

Bane Spider, all powers off: 8.5% melee defense (ranged and aoe are higher, in part due to auto powers and set bonuses): 20.49% melee def with Cloaking Device on 14.5% defense in combat - 5% lost. Note: Cloaking Device also explicitly calls out this behavior, whereas the other two make no mention of it. "Even if discovered, you are hard to see and retain some bonus to Defense."

 

I don't have a character with the concealment pool to test that one, but it does appear most of the rest do not suppress their defense bonuses as I thought they did.

Final build after a couple of internal revisions.  Some refinement achieved 92.21s recharge on Light Form.

  • Moved two slots from Combat Flight
    • While those two slots performed well and made me faster at low levels, flight speed is easily capped at 50.
    • Placed two slots in Incandescence to hold Resist IO's (+HP and +Def%)
  • Swapped Tactics for Maneuvers
    • While tactics is nice in niche environments, namely against Arachnos I found I either forgot to turn it on or just didn't notice the benefit.
    • Maneuvers makes a nice mule for Luck of the Gambler bringing me to the max.
  • My power choice at 49 is totally optional since I can't slot any single enhancement that would make or break me.
    • Options for situational usefulness: Provoke for ad hoc tanking, Group Energy Flight for Hami raids and Shadow Shard TF's

Notes from the Field:

  • I Can absolutely farm, albeit slowly.  PB isn't known for peak damage output.
  • Takes at least three Death Mages to threaten me.  Anything less is negligible.
  • Can tank Giant Monters on Monster Island, cannot kill solo even with Diamagnetic Radial
  • Quantums are almost laughable.  Until you find a Quantum Jump Bot.
  • Is very flashy.  Photon Seekers, Solar Flare/Dawn Strike, Pulsar makes for a fun lightshow.
