Contact missing help

So I started playing maybe a week ago and I started in rogue. I made it a point to stop my xp at 8 and 14 so I wouldn't over level the contacts and preceded to do all 4 story arc chains. I get to Imp city and get 3 of them done and started the crusader chain. I get all the way to the end and instead of a marality mission, it send me to Scott for his chain. I have never done the crusader arc so I paid it no mind till the end. In the last mission, crow is dead and I move on.

 

I get to Nuetropolis and guess who isnt there so I can do 2 of the arc missions? Crow.

 

At this moment I have spent maybe? 20 hours doing all the arcs and missions for the badges and now I am stuck.

 

Any way to get Crow to appear? or am I boned?

Not sure, but maybe you could do it via the Oro wayback mission crystal?
