Black Dwarf Antagonize - accuracy needed?

As the title says, I am wondering if Accuracy is needed for this.  I found an old power guide that said it was not, but I'm not sure if that was copy pasted from Tanker Taunt.  Mids shows 290%+ accuracy, whatever that means?

I'm about 90% sure of this, but in PvE taunt powers (outside of the presence pool) are auto-hit, they never miss. In PvP that changes. I don't know for certain that is true for Dwarf form, but since it is for Tankers, Brutes and Scrappers, I assume it is.

Acc is used in PvP for Antagonize, but not needed in PvE.
