I don't see a help option so I will ask here.

 

Ever time a cut scene happens i can see the video part but the text bubble are not shown. All i see are a mute scene. 

 

PS i do know that no audio is normal

If you have removed Cutscene Captions or NPC DIalog (I forget which) from your chat windows, you won't see the dialogue chat bubbles during cutscenes.

It's NPC Dialogue. I did that at one point too when I was setting up a new computer for CoH, and went "Wait, where are the word balloons...?" 

I normally put NPC chatter in its own tab.

In your Chat window, right click and click 'Add Tab' then in the options that pop up, select 'NPC Dialog' and then done. You'll see the NPCs chat bubbles during cutscenes now.
