Can someone explain +Range to abilities?

For example, I take Intuition radial Paragon as a Brute, will this affect abilities like soul drain or shadow maul, or is it only ranged abilities such as fire blast, cages, etc that this gets applied to?

Look in the top left corner (next to Activation Details). It says Strengths disallowed: range. So, range enhancement does not work on it. Nearly all attacks from melee powersets are coded this way, except the ones that are specifically intended to be exceptions, like Hurl.

 

Conversely, arctic breath from mako's pool does not have this limitation, and +range does work on it:

Another example. Most tanker melee cones are buffed by Gauntlet to have increased radius. However, tanker PBAOEs are specifically prevented from benefitting, see for example foot stomp: https://cod.uberguy.net/html/power.html?power=tanker_melee.super_strength.foot_stomp&at=tanker

(Note Strengths disallowed: radius.)

 

However, tanker epic aoes do not have this limitation. See for example

You really can have a 22.5ft radius, 16 target dark obliteration or fireball on a tanker. Completely overpowered; abuse ruthlessly and make devs cry.

increased range will not help with AoE.  AoE is an effect in a defined area.  Shadow Maul is an AoE.  Increased range is for Ranged abilities like bolts and fireballs etc.  if you launch a fireball with a range of 80, and you (through enhancement set bonuses, incarnate abilities, whatever) increase it's range to 100, that will still NOT increase the diameter of the fireball (an AoE)
