Brickstown Prison Break zone event not spawning enemies

It seems to be a recurring issue that whenever I come by Brickstown, the Prison Break event is ongoing but it doesn't spawn enemies even after waiting for 15 minutes since it began, specifically during the Freakshow phase which is the first one. Not on the bridge to the Zig, not where the PPD are stationed, not to the sides where they would normally be running in from. Having come across it being void of enemies but having progressed a fair bit it seems to prove that they do spawn sometimes, somehow, but whoever was doing the event seems to have ran out of enemies too because there were none around and neither was anyone doing the event at the time. I don't know how long it's been this way for.

The enemies were spawned. That is why 16 of the 18 needed Freakshow were defeated. The problem is that the remaining Freakshow ran off to who knows where and aren't returning to designated combat area. They either are hiding at whatever point they spawned at to run to the event after clearing out the PPD or they chased something and since the PPD combat area for the event was not their spawn point, stayed there. (Edit: From your post, I'm betting the surviving Freakshow were either chased off or chased something, and are just standing where they ran to.)

 

(Edit: Also, the Freakshow phase is the 2nd part of the event. The 1st phase is defeating enough Prisoners in the area.)

This is the answer.  I usually just go around killing all the freakshow in the region.
