Permanent Cyborg Auras

The suggestion here is fairly simple: The majority of costume auras have a choice between being active only in combat or being active all the time passively. The four Cyborg auras, however, only have the combat option right now, so it would be nice to have an alternate choice for them to be active permanently even while out of combat.
