Winter/Anniversary inspirations bugged or WAI?

Whenever I use either a winter or anniversary inspiration, I see the symbol for it at my health bar and more symbols behind it depending on how many players/pets are in range.  Yet teammates are telling me they arent' seeing anything on their stats

 

Here's an example of what the damage inspiration description says:

 

 power Type:Inspiration

Target Type:Self Effect Area:AoE -- 20.00 ft. radius (16 targets max)

 

+50.00%% strength to all damage on self Ignores buffs and enhancements unresistable

 

So is it affecting everyone but not showing in their stats?  Or is it just a boost to ones own toon? The description above seems to indicate that all in range are affected, yet the other part says "on self"

I believe that's WAI.  The holiday/anniversary inspirations don't affect your teammates, and instead repeat their effects for each nearby ally - so if you pop a +damage while near 5 teammates, you get +300% damage.

 

Edit to add: It counts pets too, not just other players!

I just tested around with some Anniversary inspirations on Brainstorm, dual logged.

I had a team with both of my characters, the first one using the inspirations. Monitoring damage and defense combat attributes.
The inspiration's buff only showed up in the combat attributes of the character using the inspiration.

But BOTH characters had a string of text in the combat messages window indicating the application of the effect:

"You are inspired by the Lucky. Your Defense is now greatly increased."
 "You are inspired by the Unquenchable and you now strike with a lot more damage."

I wondered if for some weird reason the buff simply doesn't show up in the combat stats, but still applies, so I had the character who wasn't using the inspirations attack an enemy, the damage dealt stayed the same before and after the other character used the inspiration.

Judging from the buff message appearing in the combat window it does sound like the Winter/Anniversary inspirations are indeed NOT WIA.
