This game is not designed around IO sets so basically any IO build will be "good" for pretty much all content.

 

That being said, here are some suggestions in no paticular order.

  • try to include some Luck of the Gambler + recharge into defense powers wherever possible. You can have up to five of this enhancement across your build. This single enhancement is very powerful - about as strong as some 5 to 6 slot bonuses. You can add it to combat jumping, Tough Hide and Invincibility or take powers like hover. Assault can be swapped for maneuvers for another defense power for lotg 
  • I would try to 6 slot your attack powers. It looks like you have a lot that are sitting at 4 or 5 slots. You also mix and match the enhancements so you are not getting those nice 5 or 6 slot bonuses. For example, jab can be 6 slotted with Superior Blistering Cold.
  • Rage - you definitely want maximum recharge on this so it can be up as much as possible. IMO you dont need to slot this for tohit because the base value is huge already. Just slot it with recharge.
  • As a tanker you also want to build for some sort of slow & recharge resist. Enemy psi attacks will give you -recharge and leave you a sitting duck. Winters Gift 20% slow resist can be easily added to fly. Also some of the other winter sets give good slow resist too you may want to check out.

 

PS There is an option in mids to export build link as a file to allow others to download it and look at it themselves. You may have better luck getting feedback that way since it is easier to look at rather than just text on the forums.
