Instant snipes or assassin strikes?

Curious guys can Stalkers somehow make there assassins strike or epic pool snipe instant cast?

Assassin Strike, yes...just use it when not hidden.

 

Snipes, I presume, would work just like any others (despite the longer interrupt time Stalkers normally get), but I'm not sure there's a method by which Stalkers can make that level of ToHit Buff permanent on their own.

Well shouldn't be a problem for Bio stalkers: Offensive Adaptation 7.5 + Kismet 6 + Tactics 10 = 23.5

Likewise, Invulnerability get a +10% to hit buff making it relatively simple to reach instant-snipe.

The stalker ATOs have a reset buildup proc. It happens very routinely for me, and there's 20% tohit before you even start enhancing the power for tohit.

I wouldn't make any efforts to build for this, certainly not until the smoke has settled on whatever the snipe changes end up being.

Yeah, I have the soul snipe on my psi/nin stalker, it's not permanent, but it's up when I build up, or on a team with a couple of people running tactics, and it's damn nice.  I switched to psi/ice though and am planning on either water spout or the mu lightning powers for more AoE instead.
