Tavish Bell Not Available As Contact

A friend of mine and I are getting ready to do Erin West's arc and are going to do the Tavish Bell arcs as part of the set up. We're both level 50 and Tavish Bell is listed as a level 45-50 contact on the wiki, and his content is available under the level 50 popdown in Ouroboros. Problem is, while I have Tavish Bell as a contact and he is giving me missions, she does not. He won't talk to her at all, he is not listed on her active contacts window, and he is not listed on her inactive contacts window. So we ran some papers and then the Mayhem, with no luck for getting him as a contact for her. Then we ran content for Efficiency Expert Pither and Shadow Spider to get him as a contact for her. And he did not show up as a choice for her Rogue aligned MM for either of them. (And it can't be her being Rogue alignment, because I am also Rogue alignment and was when I got him as a contact.) Now we are running the Vernon von Grun content to unlock Abyss and hope to get her Tavish Bell as a contact that way. However, except for running the Efficiency Expert Pither content, I didn't have to do any of this to get Tavish Bell as a contact. So while she wants to see if we can get Bell for her through Abyss, I felt this needed to be reported.

I'm pretty sure you would have already checked all of this, but just thinking of what might be causing it. 

 

I'm assuming that she had Efficiency Expert Pither and/or Shadow Spider as contacts and completed their missions.

I know there is that thing when some contacts give characters missions in different orders (for whatever reason) so teams can get out of sync.

 

When you get the hand-off to the next contact, is it one of those ones where you get to pick one-or-the-other between two contacts?

 

Maybe check on her inactive list to talk to Efficiency Expert Pither and/or Shadow Spider (I'm assuming they moved to the inactive window if you completed their arcs) and see if they will provide Travis as an contact option?

 

I don't think having an unplayed alignment-change tip to go to vigilante would do it, but who knows.

As stated in the OP, when we got her to the next contact introduction window with both Efficiency Expert Pither and Shadow Spider, there was no Tavish Bell on her new contacts window. Neither Efficiency Expert Pither nor Shadow Spider should be on her inactive contacts list yet. Neither was continued after getting the next contact introduction, which failed to give Tavish Bell. (Edit: And for reference? I had not completed Efficiency Expert Pither's content either when he introduced me to Tavish Bell. So it isn't failure to complete content either.)
