I then went to check each PVP zone and it is active in each zone. I tried to see if I can use a Drought of Fog, but I could not. So technically you do not get the buffs, but you can still get the visual changes from the effect in the PVP zones. I have not checked to see if this can still be used in any arena matches though. Here are pics of the Effect: Fog still on in each PVP zone. I currently have the min fx option for this effect.
