Marine Affinity

  • White Cap
    • Changed to location power due to extremely unreliable teleport mechanics
    • Recharge lowered from 30s to 15s
    • Endurance cost reduced from 18 to 14.352
    • Cast time reduced from 2s to 1.5s
  • Brine
    • Cast time reduced from 2s to 1.33s
  • Shoal Rush
    • Cast time lowered from 2.17s to 1.33s
  • Soothing Wave
    • -Dam debuff lowered from scale 1.2 to 0.75, is now resistable
  • Tide Pool
    • -Dam Debuff lowered from scale 2.4 to 1.5, is now resistable
  • Tide Pool Frenzy
    • -Dam Debuff lowered from scale 1.2 to 0.75, is now resistable
    • NOTE: These changes allow -Resistance to increase the -Damage debuff. With the native -Res powers, this will match the previous values on a single target, and can grow even more as more -Res is added
  • Tide Pool Frenzy
    • Individual targets can only be knocked down once every 4 seconds
    • NOTE: While infrequent, this prevents multiple knocks at the same time or keeping an enemy pinned for too long. 4 seconds is roughly the time it takes for them to stand up once knocked.
  • Shifting Tides
    • Can now only trigger damage 4 times per second on the same enemy
    • NOTE: This sets a speed limit on how often a single enemy can be damaged to prevent too many sources stacking at once

It's important to note that the Whitecap change moves proc rates on single targets from 90% to 30%.

 

This is a big nerf to DPS and makes the power no longer optimal to use outside of refreshing the -res every 30s. If possible, I'd like a buff to the base damage of the power to compensate, so the power can still be decent as a regular part of a single target rotation.

   Sorry Auroxis, you won't get what you want my friend.  The devs are very happy to destroy the proc rate in Whitecap, screw you for playing; this is like the 4th or 5th recent dramatic nerf to an AoE proc nuke.  You had your fun, now lose it

I dont get the constant nerfs to any controller power that actually deals some damg.

Lets face it, 95% of the endgame there is absolutely no need for controlls, when tankers can tank 30 mobs and blasters, sentinels and scrappers aoe whole groups of +5s in 3 seconds.....

The game is 90% about damg endgame.

And apart from the 4star runs where people only want cold defs, corr or trollers anyway , there is really no reason to bring a troller over a defender. mastermind, dominator, corruptor

Yeah, super not pleased with my procs being banged up on Whitecap with the recharge change, maybe increase the amount of Resist debuff if you are gonna stick with this.

Posting these benchmarks here to reflect how the Marine changes have affected all of my builds on trollers and MMs so far: it's a nerf yeah, but not the widespread doom a lot of people are claiming it is.

The biggest loss comes from the change to Whitecap's original targeting behavior having a 90% proc rate on the primary target (thus making it a strong rotational attack and FotG applicator). MMs can offset that loss with Thunder Strike, and I tweaked the builds to account for that and the new ATO slotting options, but trollers don't have the same luxury which is why most of the data is less favorable for them. Also, the Shifting Tides cap hit Illusion and Thugs the hardest.

Any pylon time under a minute is also top tier DPS, and I see they are literally all still top tier DPS…

The troller builds are 1:1 identical to each other across Live and Beta, since I'm still reviewing options to make up for the FotG loss (if possible), so it's the clearest comparison to illustrate how the Marine nerf affects them.

 

All the MMs got some tweaks with the Bots build getting the biggest glowup from the ATO changes, so I was able to go all-in on procs to achieve much better results in that environment than my previous attempts, which sums up to a pretty big improvement (but not big enough to offset the loss purely on ST.) So in the case of MMs, it's a little less about Marine since more power was squeezed out of their other sources of damage.

I am assuming, the Proc-bomb "Issue" will also be applied to Kelds...which there is generally only one build people use for Peacebringers?
