Consignment and Black Market teleport issue

There seems to be some confusion over how many charges of these powers you can buy at once. In different places I've seen it given as only one charge or ten.

 

What this works out to is, you can buy multiple charges of the power from the market--but no matter how many charges you have, the power itself disappears after use.

 

If you're only supposed to have one charge at a time, maybe it shouldn't let you buy more than one?

I checked this at his request, and yes- if you by multiple charges, they all expend on the single use.
