I had an idea for a character and was wondering if there would be a way to create a Macro or a Bind that could randomly select a phrase from a short list and say it in chat?

There is some kind of dice command, IIRC. If I could log in (thanks, Verizon!), I'd quote the syntax.

The thing is, can you tie a conditional command into a bind, like "if dice = 6 then say 'try again later'" or something?

I don't think this is possible with the in-game tools.  You might be able to get a pseudo random effect by creating a sequence of files, then tying a command to load the next file to a frequently used key (or number of keys), like the movement keys, or spacebar.  Not truly random, but perhaps close enough.
