I've been using this build for a week or so and it works well but wanted some advice on how to improve it.  Clearly I focused on Ranged def but in doing so I sacrifice 2 cone attacks and not using procs, perhaps a mistake.  I'm also not sure if using only 1 acc in Fulcrum shift was a mistake.
